Robbery Committed ?for Trayvon Martin? in Washington

A weekend robbery in a racially diverse neighborhood of Washington may have been a hate crime, police said.

?This is for Trayvon Martin,? one of the three black men told a white man as they approached him early Saturday, according to Washington Metropolitan Police Officer Anthony Clay.

The alleged robbery happened two weeks after a Florida jury acquitted George Zimmerman in the 2012 death of African-American teenager Trayvon Martin.

The men kicked the adult white male as they took his iPhone and wallet, Clay said Sunday.

The man, who has not been publicly identified, suffered minor injuries and refused medical treatment, he said.

There have been no arrests, but police are investigating the incident as a hate crime, he said.

It happened in the Adams Morgan neighborhood in the northwest quadrant of the nation?s capital.

San Diego Mayor Bob Filner?s attorney asked Monday that the City Council pay for his legal bills as he fights allegations of sexual harassment.

India's Congress Party agrees to create new state in south

NEW DELHI (Reuters) - India's ruling Congress party approved on Tuesday the creation of a new southern state, a move that has revived deep political divisions and raised fears of violence in the area, home to global firms including Google.

The decision to break up Andhra Pradesh state and establish Telangana comes ahead of elections next year and critics say the ruling party is seeking to shore up its political fortunes after dragging its feet over the explosive issue for four decades.

Supporters, however, say Telangana's economic development has been neglected in favor of the richer and more powerful Andhra region, and that a new state is the only solution.

"It was not an easy decision, we appeal to people to cooperate," said Ajay Maken, a spokesman of the Congress after the party's highest decision-making body adopted a resolution calling for the establishment of a new state, igniting celebrations in parts of Andhra.

Additional federal troops were deployed ahead of the decision in the coastal parts of Andhra Pradesh where people are bitterly opposed to the breakup of the state.

The booming state capital Hyderabad, where Google, Microsoft and Dell have major sites, will remain the common capital for two states for a period of 10 years, Maken said.

Hyderabad, India's sixth largest city, was a bone of contention because it fell in the proposed new state carved out of the western part of Andhra Pradesh.

A government official said there was still a long way to go before the new state, which will have an estimated population of 40 million, became a reality. The measure has to be approved by the Andhra assembly and then the federal parliament where the Congress does not have a clear majority.

"We're swallowing the poison for our party. The decision is very unfortunate but since our leader has taken the decision we'll abide by it. We know the consequences, the problems that will follow," said Rudraraju Padma Raju, the chief whip of the Congress in the state, who has long opposed the split.

"DANGEROUS TREND"

One immediate consequence is likely to be renewed demands from other parts of India for separate states, including in the Darjeeling hills and a further breakup of the most populous Uttar Pradesh state.

Since independence in 1947, successive governments have dealt carefully with demands for new states - creating three in 2000 - while ensuring demands did not spiral enough to threaten the integrity of a nation that now has 1.2 billion people with hundreds of languages, ethnicities and castes.

India currently has 28 states while the United States with a population of 300 million has 50.

The chief minister of revolt-torn Jammu and Kashmir state said he feared the establishment of Telangana would set off more unrest.

"Telangana is a state that will be created on the basis of agitation. It's not created on the basis of any recommendation of a state reorganizing commission or something like that," said Omar Abdullah.

"I believe this is a dangerous trend because all we are doing is sending across a message that if you agitate enough, and if you agitate long enough, you will create a state."

Another fear is that leftist guerrillas who operate in parts of the proposed Telangana state will become further emboldened and take advantage as the new state comes into being.

US News: Latest on Fla Apartment Killings; NY Deadly Hudson River Crash; Baby HOPE - 22 Years Later; Bees Attack Texas Couple, Kill Horses

APARTMENT SHOOTINGS-FLORIDA
HIALEAH, Fla. (AP) -- Authorities say a man living with his mother in a South Florida apartment complex set their unit on fire and went on a shooting rampage throughout the building, killing six people before being shot to death by police.
As the eight-hour standoff in Hialeah began to unfold Friday night, authorities and witnesses say horrified residents of the aging, five-story apartment building hunkered down in their homes, at times so close to the action they could feel the gunfire or hear negotiations between the gunman and police.
In the final hours of the eight-hour standoff, police say 42-year-old Pedro Vargas held two people hostage at gunpoint for up to three hours in their apartment until a SWAT team entered and killed him. The hostages were not hurt.

HUDSON RIVER BOAT ACCIDENT
PIERMONT, N.Y. (AP) -- The driver of a speedboat that slammed into a construction barge on New York's Hudson River -- hurling a bride-to-be and her fiance's best man into the water -- has been charged with vehicular manslaughter.
Authorities say 35-year-old Jojo John of Nyack was also charged with three counts of vehicular assault at his hospital bedside as he recovers from Friday night's crash.
Rockland County Sheriff's Department Chief William Barbera says John's bail was set at $250,000. He says the man will be transported to jail after he's released from the hospital. Barbera says John is suspected of operating the boat while intoxicated.
Earlier today, authorities pulled a woman's body from the water that matches the description of 30-year-old Lindsey Stewart. The bride-to-be was hurled into the water after the accident near the Tappan Zee Bridge, north of New York City.
Stewart, of Piermont, N.Y., worked for an insurance company. She was set to be married Aug. 10. Her fiance, art teacher Brian Bond, was among four others injured in the crash.
Rescuers are still trying to locate one other passenger, her fiance's best man, 30-year-old Mark Lennon.
Officials say the groom-to-be and three others were hospitalized.

NEW ORLEANS (AP) -- Federal authorities say a rig is being positioned to drill a relief well for a gas leak in the Gulf of Mexico, and a permit is in the final stages of review.
The Bureau of Safety and Environmental Enforcement said Saturday that it's reviewing Walter Oil & Gas Corporation's permit to drill the relief well off the Louisiana coast.
The relief well could intercept the leaking well and seal it with drilling mud and cement.
The leak is from a gas rig that blew wild Tuesday morning. Spewing gas ignited that night, burning the rig owned by Hercules Offshore Inc.
Authorities believe that sand and sediment clogged the well late Wednesday, shutting off the gas flow in what is referred to as a "bridge over."

NORTH CAROLINA FLOODING
CHARLOTTE, N.C. (AP) -- A series of thunderstorms moving across western North Carolina has triggered major flash flooding, inundating roads, apartments and parts of several counties.
The Charlotte Observer reports that Hickory Mayor Rudy Wright is telling residents to stay indoors and away from flooded roads and washed-out bridges.
No injuries have been reported.
Parts of Catawba and surrounding counties were under water Saturday. Catawba County officials say some of the worst flash flooding in decades followed a nearly stationary weather system that dumped more than 12 inches of rain.
Several miles of Interstate 85 in Cabarrus County was closed for a short time Saturday due to high water.
It is at least the fourth major flash flooding event in the Charlotte region in the past month.

NEW YORK (AP) -- The New York Police Department is seeking help identifying the body of a young girl dubbed Baby Hope, whose naked and malnourished body was found inside a cooler 22 years ago.
Police are offering a $12,000 reward for any information leading to an arrest and a conviction.
This week, officers put up posters and handed out fliers with sketches of how the girl looked in 1991 and might look now. Cold-case detective Robert Dewhurst says he hopes someone who knew her will come forward.
The cooler was found in Washington Heights on July 23, 1991, on an embankment off the Henry Hudson Parkway.
The girl was believed to be 3 to 5 years old. DNA testing has yielded no matches with databases of convicted felons or active missing-person cases.

PANTEGO, Texas (AP) -- A swarm of about 30,000 bees has attacked a North Texas couple as they exercised their miniature horses, stinging the animals so many times they died.
The Fort Worth Star-Telegram reports 44-year-old Kristen Beauregard was stung about 200 times and her boyfriend about 50 times.
Beauregard says the swarm chased them down and followed them. She says they were sweeping up piles of bees "like a bad movie."
She says firefighters sprayed a foam substance to clear the bees, and dragged the horses to a pasture to be treated by police and paramedics.
A 6-year-old show horse died before a veterinarian arrived. A Shetland pony spent a night at a veterinary clinic but also died.
The bees are being tested to see whether they are Africanized or "killer" bees.

WASHINGTON (AP) -- Federal regulators say they have certified two types of unmanned aircraft for civilian use, a milestone expected to lead to the first approved commercial drone operations later this summer.
The Federal Aviation Administration said Friday the drones are Insitu's Scan Eagle X200 and AeroVironment's PUMA. Both weigh less than 55 pounds, are about 4.5 feet long and have wingspans of 9 to 10 feet.
A major energy company plans to fly the Scan Eagle off the Alaska coast starting in August to survey ice floes and migrating whales. The PUMA is expected to support emergency response crews for oil spill monitoring and wildlife surveillance over the Beaufort Sea.
Most nonmilitary use of drones in the U.S. has been limited to police and other government agencies.

US-EGYPT
WASHINGTON (AP) -- Secretary of State John Kerry says Egypt is at "a pivotal moment" more than two years since the uprising ousted the longtime President Hosni Mubarak.
Kerry says the "final verdict" of the revolution that brought Mohammed Morsi to power as Egypt's first democratically elected leader before the military recently toppled him "will be forever impacted by what happens right now."
Kerry says Egyptian officials "have a moral and legal obligation" to respect the right of peaceful assembly and freedom of expression. He says the continued violence sets back efforts of "reconciliation and democratization," and affects regional stability.
Egypt's health ministry says security forces fought with Morsi's supporters Saturday and at least 65 protesters were killed.
Kerry says the U.S. is urging "an independent and impartial inquiry" and says political leaders must help their country "take a step back from the brink."

FORT HOOD, Texas (AP) -- The Army psychiatrist charged in the 2009 Fort Hood mass shooting says the U.S. government is at war with Islam.
Maj. Nidal Hasan released a lengthy statement to Fox News (http://fxn.ws/1cafkA2 ) on Saturday in which he says he regrets serving in the Army and "participating in the illegal and immoral aggression against Muslims, their religion and their lands."
Hasan is charged with 13 counts of premeditated murder and 32 counts of attempted premeditated murder in the November 2009 attack at the Central Texas Army post. His trial is scheduled to start Aug. 6.
Hasan is serving as his own attorney and hasn't spoken much in pre-trial hearings or jury selection. He faces the death penalty if convicted.
Fox News reports that Hasan didn't directly address the shooting in the statement.

MILWAUKEE (AP) -- One of the nation's largest air shows begins Monday in Wisconsin, and for each of the 10,000 planes flying in, the federal government will collect about $45 for air traffic control services.
The fee is angering pilots, who already pay for air traffic control through a fuel tax.
The Experimental Aircraft Association's AirVenture draws about 10,000 planes and several hundred thousand people to Oshkosh each year.
FAA spokeswoman Elizabeth Isham Cory says the event was asked to cover air traffic costs after automatic federal budget cuts went into effect this spring.
EAA board chairman Jack Pelton says paying an unexpected $447,000 for air traffic control means less money will be left for the nonprofit's aviation education programs. It is appealing the fee in federal court.

TERESA HEINZ KERRY-HOSPITALIZED
BOSTON (AP) -- The wife of U.S. Secretary of State John Kerry has walked out of a Boston rehabilitation hospital after successful treatment for a seizure she experienced earlier this month.
State Department spokesman Glen Johnson said Saturday that doctors expect 74-year-old Teresa Heinz Kerry to complete her recovery at home after some out-patient treatment. She suffered a seizure at the couple's home in Nantucket on July 7.
Johnson previously said the cause of the seizure had not been determined but doctors had ruled out a brain tumor, heart attack or stroke.
Kerry thanked members of the State Department Diplomatic Security Service who first responded when his wife fell ill. She was transferred to two hospitals and ultimately to Spaulding Rehabilitation Hospital for recovery.
The family does not plan to additional comment.

OBAMA-LINDY BOGGS
WASHINGTON (AP) -- President Barack Obama is remembering late congresswoman Lindy Boggs as a champion of civil rights and women's rights.
Boggs represented her Louisiana district for nearly 18 years in the House. She died Saturday at her home in suburban Washington at the age of 97.
In a statement Saturday night, Obama says Boggs' legacy will continue to inspire generations to come.

OBAMA-FED CHAIR
WASHINGTON (AP) -- President Barack Obama says his next Fed chairman should take ordinary people into account when setting monetary policy.
Obama tells The New York Times in an interview on the paper's website Saturday that he wants someone who won't just work abstractly to keep inflation in check and maintain stability in the markets. He says he wants the next Fed chairman to also promote policies that will help make ordinary people's lives better.
The president began a series of speeches this week promoting ideas for easing the burdens on the middle class.
Obama is considering replacements for Ben Bernanke, whose term as Fed chairman expires early next year.
Former Obama economic adviser Larry Summers and Janet Yellen, the Fed's current vice chair, are among the leading candidates for the job.

AKRON, Ohio (AP) -- More than 440 racers have given their all in the 76th All-American Soap Box Derby in northeast Ohio.
The Saturday derby in Akron featured competitors from the United States and other countries competing for a share of $30,000 in scholarships.
Fourteen-year-old Ricky Desens of Webster, N.Y., won the Rally Super Stock division. Thirteen-year-old Macaila Ziolkowski of McKeesport, Pa., won the Stock Car division and 14-year-old Bryce Volpe, 14, of Mentor in northeast Ohio won the Super Stock division.
Two 16-year-olds won the Masters divisions. They were Jay Warnick of Drayden, Md., and Melanie Kohout of Geneva, Ill.

Police fire tear gas to disperse protesters in Tunis

TUNIS (Reuters) - Tunisian police fired tear gas in front of parliament on Saturday to disperse secular protesters demanding the dissolution of the assembly and Islamists defending the legitimacy of their rule.

Police began firing after the arrival of thousands of opposition protesters who had been attending the funeral of the assassinated secular politician Mohamed Brahmi, a Reuters reporter said. Protesters threw stones back at police and there were several injuries.

Among those wounded was an opposition lawmaker from the same party as Brahmi.

Secular opposition parties are demanding the dissolution of the Islamist-led government and parliament, known as the constituent assembly, which has been tasked with drafting a new constitution.

"The people want to topple the regime!" and "With our blood and with our souls we will sacrifice ourselves for the martyr!" people in the crowd shouted.

"Ghannouchi, assassin, criminal," others chanted, referring to Rached Ghannouchi, leader of the ruling Islamist Ennahda party that Brahmi's family blames for the killing.

Ghannouchi has denounced Thursday's assassination as an attack on the country's tumultuous process of transition from autocratic regime to democratic state.

In a counter-demonstration, hundreds of Islamists flocked in front of the parliament, chanting slogans condemning what they called an attempted coup against democracy.

The Interior Ministry issued a statement calling for calm.

"DON'T THROW IN THE TOWEL"

The speaker of the Constituent Assembly urged lawmakers who had withdrawn from the assembly in protest to return to work at this critical juncture for completing the constitution.

"I call on them to back down from their decision. It's not rational to throw in the towel just meters away from the finish line," said Mustafa Ben Jaafar in a televised speech.

"The constitution will be agreed on in August and the assembly will finish its work on October 23."

Earlier on Saturday, the secular Democratic Alliance Party withdrew 10 of its members from the 217-seat Constituent Assembly, taking the number of deputies who had withdrawn from parliament in protest against the killing of Brahmi to 52.

The death of secular opposition figure Brahmi, gunned down outside his Tunis home on Thursday, came months after another secular leader, Chokri Belaid, was killed in a similar attack that stoked violent protests.

Brahmi was buried near Belaid's tomb at the Al Jalez cemetery in central Tunis, and mourners carried portraits of both slain politicians. The funeral was attended by Brahmi's widow and son and several prominent politicians.

Brahmi's death further deepened divisions between Islamists and their secular opponents that emerged after President Zine al-Abidine Ben Ali was toppled in 2011, sparking a wave of revolutions that felled leaders in Egypt, Libya and Yemen.

Witnesses said one man was killed early on Saturday in an anti-government protest in the southern city of Gafsa. Violence also broke out in several other cities.

A bomb in a police car exploded in Tunis but caused no casualties, as authorities keen to maintain stability cast a nervous eye at events in Egypt where violence has spiraled since the Islamist president was ousted by the military.

OPPOSITION PLANS SIT-IN

Khamis Kssila of the opposition's Nida Touns party said earlier that withdrawn parliamentarians would begin a sit-in to demand the dissolution of the assembly and formation of a national salvation government - ideas rejected by Prime Minister Ali Larayedh.

The assembly, dominated by Islamists, is in charge of drafting a new constitution for the nation of 11 million people.

Interior Minister Lotfi Ben Jeddou drew a direct link between the latest killing and the assassination of the Popular Front's leader Belaid.

Aiming suspicion at a hardline Islamist, the minister said the same gun had been used in Thursday's killing as in the Belaid attack.

"The same 9mm automatic weapon that killed Belaid also killed Brahmi," he told a news conference, naming the main suspect as Salafist Boubacar Hakim, already being sought on suspicion of smuggling weapons from Libya.

Authorities have identified 14 Salafists suspected of involvement in Belaid's assassination, and most were believed to be members of the local hardline Islamist group Ansar al-Sharia, he said.

Tunisia's political transition since the revolt that toppled Ben Ali has been relatively peaceful, with the moderate Islamist Ennahda party sharing power with smaller secular parties.

But the government has struggled to revive the economy and has come under fire from secularists who accuse it of failing to curb the activities of Salafi Islamists.

How do you ensure that your child?s best interests are upheld when you are going through a divorce?

In South Africa, the Constitution entrenches a child?s right to family or parental care, and also ensures that a child?s best interests are of paramount importance.?

In practice, the duty to ensure that the child?s best interests are central to the decision-making process, is often overshadowed by the divorcing parents? needs.?

Being heard

The Children?s Act provides that a child must be informed of any action or decision taken in a matter concerning them, depending on their age and level of maturity.?

In addition, the law provides that a child has the right to be involved in any important decisions, again depending on age and maturity.?

In spite of this, very few legal professionals consult with children when preparing parenting plans on behalf of their clients, and so do not have the opportunity to hear what the children?s needs and wishes are.

Relying on professionals

Whilst many legal practitoners may not have the necessary skills to engage appropriately with children, the risk of not meeting with the children may result in a plan that is parent-focussed and not necessarily in the best interests of the children.?

A parent may often be incapable of focussing on what is in the best interests of their child or children, in the face of the deluge of emotions that accompany the breakdown of a marriage.?

Taking this into account, the Children?s Act gives guidance to the professional on the content and formalities of parenting plans. It is essential that children, where age appropriate, have frequent and meaningful contact with both parents.

Working together

It is essential that all aspects of care and contact are dealt with in sufficient detail.?

? Schools should be notified, in order that all information, invitations and documentation are sent to both parents;?

? The terms of residency and contact details should be clearly stated;?

? Parents should work towards dealing with one another civilly, should issues arise concerning their children, and the contentious matters of the divorce should not be discussed in front of the children, if possible.?

If parents are in conflict over differing parenting styles, then a list of guidelines should be drawn up. Parents should ensure that they do not in any way try to alienate the children from the other parent, and to be respectful of the terms of the parenting plan and the other parent?s rights.?

By following these guidelines, parents can legally part ways without doing irrevocable damage to their children and also lay the groundwork for a peaceful and stable upbringing.?

Boy finds, returns woman's lost wedding ring

A Genesee County woman is counting her blessings after she lost her wedding ring in a waterfall ? only to have it returned by an upstanding citizen.

"And I go, ?you're kidding me, oh my God no, you're kidding me'," said LeLonnie Alexander on the moment she was reunited with her wedding ring.

She lost it during a vacation in northern Michigan while at a waterfall, and figured it was gone for good. "I slipped and fell down into the water and I'm waving my hands back and forth ? and all of a sudden the ring flies off and I said, ?I lost my ring.'"

After a long search in the water, Alexander lost all hope of finding it. She?notified the campground area police department and posted about her lost ring on social media. Several days later, she received a phone call.

"I got a call and they asked me to describe my ring because they thought somebody had found it," said Alexander.

A boy all the way from Nashville, TN, heard about what had happened. When his family visited the waterfall while on vacation, he decided to search for the ring himself.

"He heard about the story and went into the water with his little snorkel and his mask," explained Alexander.

And he found the $4,000 ring.

This week his family returned it to Alexander. She says she can't thank the boy enough for his honesty. "I get goose bumps because that little boy deserves every bit of praise that he can get," gushed Alexander.

Now the ring holder says she's doing whatever she can to make sure she doesn't lose her ring ever again. "This baby's getting insured and resized," said Alexander.

Alexander?did give?the boy a $200 reward for returning her ring.

Google Nexus 7 (2013): Full Review

With its second 7-inch Android device, Google just served notice on the tablet makers of the world. Again. The new Nexus 7 (starting at $229, $269 as tested) sports an even sleeker profile than before, a high-def 1920 x 1200-pixel screen, a powerful processor and stereo speakers. It's also the first device to run Android 4.3. Is all that worth $30 more than the original? You bet it is.

Design

The new Nexus 7 has usurped the iPad mini's long-held reign as the thinnest sub-10-inch tablet around. At 7.9 x 4.5 x 0.34 inches and 10.24 ounces, the new Nexus 7 is narrower, thinner and lighter than Apple's 8-inch tablet (7.87 x 5.3 x 0.28 inches, 11.04 ounces).

The new Nexus 7 is slightly taller, but narrower and thinner than the original Nexus 7 (7.8 x 4.7 x 0.41 inches), and almost two ounces lighter. It also cuts a slimmer profile than the Amazon Kindle Fire HD (7.6 x 5.4 x 0.4 inches, 13.9 ounces).

Google Nexus 7 (2013)Like most other 7-inch tablets, the Nexus 7 is designed to be held in portrait mode, and its thinner dimensions make it easier to do so with just one hand. As before, this ASUS-made tablet has a soft-touch plastic back, but the dimples from the original Nexus 7 are gone, which isn't a great loss.

In this orientation, the Nexus 7's 1.2-MP front camera is on the top bezel, but offset a little to the right. On top is a 3.5mm headphone jack, and the power button and volume rocker sit on the upper right side. The backward-sloping sides of the tablet hide these buttons from view, but were fairly easy to press. On the bottom is a microUSB port for charging the device.

As before, there's no microSD card slot for adding storage, so you'll have to make due with the 26.11GB of available space on the 32GB model. The $229 version comes with 16GB of storage.

Display

Google Nexus 7 (2013)The new Nexus 7 is the first 7-inch tablet to sport a 1920 x 1200 display, and the difference shows. The highest resolution to this point on a 7-inch tablet has been 1280 x 800, such as on the MeMO Pad HD 7 and the Kindle Fire HD.

Donald Sutherland's white beard and eye wrinkles were sharp and defined as we watched a 1080p trailer for "The Hunger Games." While these details were also fairly sharp on the MeMO Pad HD 7, we noticed that they weren't as crisp, and there was a lot more visual noise in the gray wall behind Sutherland than on the Nexus 7

Google Nexus 7 (2013)When looking at a 1920 x 1200 image of a black cat on the new Nexus 7 and the MeMO Pad, there was much greater definition in its face on the Nexus 7, and the Nexus 7 did a better job of showing the nuances where the light bounced off the cat's black fur. Also, there was virtually no pixelation in the white whiskers, whereas they appeared more pixelated on the MeMO Pad.

The IPS panel made everything viewable even from oblique angles, and the Gorilla Glass helps protect the Nexus 7 against accidental falls.

Audio

For its second 7-inch tablet, Google added a second speaker, and it makes a world of difference. Where the original single-speaker Nexus sounded a bit tinny, the stereo speakers on the new Nexus 7 belted out loud and crisp audio.

The guitar in The Lumineers "Charlie Boy" strummed out plaintively, and high and midtones were well-balanced. Still, you can't get decent bass on something so thin. Low ends, such as the bass line on Jay Z's "On to the Next One," were barely audible.

Like the Kindle Fire HD 7, the Nexus 7's speakers are on the long ends, so things sound best when you're holding the tablet in landscape mode. Don't grip it too tight, though, or you'll risk covering the speakers.

Android 4.3

Google Nexus 7 (2013)The Nexus 7 is the first device to run Android 4.3, the latest version of Google's tablet and phone-based operating system. Instead of being a wholesale change, this new version of the OS tweaks a few things here and there.

You're still presented with the same lock screen as Jelly Bean 4.2, which means you can unlock the Nexus 7 to the home screen or directly to Google Now, but not the camera or app of your choice.

While Multi user support was available on Android 4.2, this feature now includes the ability to set specific limitations for each profile. So, for example, when we created a restricted profile for little Bobby, we could specify which apps he could access. By default, all are turned off. Some apps, such as Email and Gmail, are not supported in this mode.

Google Nexus 7 (2013)This is a good step toward enabling parental controls, but the Kindle Fire HD is better. Using Amazon's FreeTime feature, you can not only set what apps a child can use, but also specify the amount of time he or she can use the tablet, and what kind of content they can view.

Android 4.3 also has a new modular DRM framework, enabling developers to integrate digital rights management into their streaming protocols. The first app to take advantage of this is Netflix, whose app now supports streaming 1080p content.

Keyboard

Google Nexus 7 (2013)Although it's running Android 4.3, Nexus 7's keyboard layout remains unchanged. In portrait and landscape mode, users get a full QWERTY keyboard with gray letters on a black background. What's different now is that the keyboard supports Swype-style Gesture Typing. We appreciate that floating previews appear above where you're swiping. We also like the current-word completion capability and next-word suggestions.

Go into the Language & Input control panel, though, and you can enable the new Emoji keyboard, of which there are hundreds to choose from. It's not a critical improvement, but it's nice to have.

Performance

Packing a 1.5-GHz Qualcomm Snapdragon S4 Pro processor, 2GB of RAM and a 400-MHz Adreno 320 GPU, the new Nexus 7 simply blew away the competition in our benchmark tests.

On Quadrant, which measures overall performance, the new Nexus 7's score of 4,949 was about 1,500 points higher than average (3,449), as well as the MeMO Pad HD 7 (3,414). The Samsung Galaxy Tab 3 8.0 came close, at 4,603.

The Nexus 7 really shone when it came to graphics performance. On 3DMark11 Ice Storm, the new Nexus 7 racked up a score of 11,580, nearly triple the category average of 4,140, as well as the original Nexus 7 (3,408), the ASUS MeMO Pad HD 7 (3,117) and even more expensive tablets like the Samsung Galaxy Tab 3 8.0 (3,069).

Google Nexus 7 (2013)What does all that extra horsepower mean? It took just 7 seconds to launch "Riptide GP 2" on the Nexus 7. By comparison, the MeMO Pad HD 7 took an excruciating 44 seconds. Within the game itself, scenes were much faster to load on the Nexus 7, too.

One of the benefits of Android 4.3 is support for OpenGL ES 3.0 graphics, which will allow for greater detail and effects within games. At launch, the "Riptide GP 2" Jet Ski racing game was the only one available that supported this technology. On the Nexus 7, water seemed much more realistic and immersive than on the MeMO Pad HD 7, and appeared to flow much more naturally around our racer.

Camera

Google Nexus 7 (2013)Where the original Nexus 7 only had a front-facing camera, the new Nexus 7 has a rear 5-MP shooter to go along with the front 1.2-MP camera.

Outdoor shots taken with the rear camera were generally very good. The tablet was able to pick up fairly fine detail in pink and purple flowers, and didn't blow out white petals too much. Inside a dim cathedral, the Nexus 7's camera struggled a bit, as we saw a good deal of visual noise in the gray columns.

A 1080p video we shot of a passing cable car looked colorful, crisp and smooth, and the Nexus 7's microphone clearly recorded the conductor ringing the bell.

The camera app itself has a new set of controls that are more minimalist, but make it harder to change settings. In the middle of the screen is a large reticle with two brackets that turn green when the camera is focused on an object. To the right is a large circle that turns blue when shooting stills and red when filming video. Above that is a smaller circle that opens a settings menu on the lower third of the middle of the screen. The three initial icons are to change the exposure compensation, open more settings, or change which camera is being used. Selecting more settings lets you change the resolution, white balance and scene mode.

Google Nexus 7 (2013)We find this new layout more difficult to use for two reasons. First, placing them in the middle of the screen makes it harder to change settings using your thumb. Second, you can't back out of menus incrementally, so if you're in a sub-sub menu, you have to start all over from the beginning if you want to change something else.

We still love the Photo Sphere feature, which takes Panorama mode to a whole new level. You can take a hemispherical image in a few easy steps. A grid appears on screen, with little dots arrayed around you. Simply move the camera until a dot is centered in the frame, and hold the Nexus 7 steady until it takes a photo. Repeat this process until you've got photos for every section, and then the tablet stitches them together to create a 360-degree panorama. While the Sphere images we took weren't seamless, we were very impressed with how quickly the Nexus 7 stitched them together--usually no more than 15 to 20 seconds.

Apps

Google Nexus 7 (2013)One of the limitations of any Android tablet is the relative paucity of tablet-optimized apps compared to the 375,000 dedicated apps for the iPad and iPad mini.

When we opened the redesigned Google Play store, six tabs at the top (Apps, Games, Movies & TV, Music, Books, Magazines) directed us to specific content categories. Beneath that was a row called "Best of the Best," highlighting all-time music albums. Scrolling down farther is a row of recommended content, followed by movies, games, books, TV shows and so on.

Within the apps section, the first row shows three apps in portrait mode, and five in landscape. Each panel shows the app icon, its name and a star rating and price.

On our Nexus 7, the first five apps shown in Play Pics (Apps we Love) were Zeebox, Huffpost, Umano (a news reader), Space Colony and Flipboard. Both Flipboard and Huffpost looked great on the Nexus 7. Other apps such as Pandora--which is the third most popular free app--still need some work. On Pandora, there are vast expanses of white space, and Facebook's news feed in landscape mode stretches across the entire screen, real estate that would better be served by showing your friends' status.

Battery Life

On the LAPTOP Battery Test (Web surfing via Wi-Fi), the 3950 mAh battery in the Nexus 7 lasted 8 hours and 26 minutes. That's about 1:20 longer than the category average, and an hour longer than the original Nexus 7 and the Kindle Fire HD (7:26 and 7:30). The Galaxy Tab 3 8.0 lasted a few minutes longer, at 8:39, and the iPad Mini lasted 8:16 over LTE.

Wireless

ASUS packed a bunch of wireless radios into the new Nexus 7, including dual-band Wi-Fi (2.4G/5G) 802.11 a/b/g/n, NFC and Bluetooth 4.0 LE. Bluetooth 4.0 LE will allow the tablet to connect to Bluetooth Smart devices; for example, low-power gadgets such as heart rate monitors. However, we can't see many people taking their tablet out for a run.

Configurations

Google will offer three versions of the Nexus 7. Our review unit, which has 32GB of storage, costs $269. The starting model costs $229, and has 16GB of storage. A 4G LTE version, which will be offered through AT&T, T-Mobile and Verizon for $349.

Verdict

Google Nexus 7 (2013)The market for 7-inch Android tablets is flooded with dozens of inexpensive devices that cost less than $200. Some of these slates are very good, too, such as the $149 ASUS MeMo Pad 7. But the new Google Nexus 7 tablet is well worth the slight splurge. Not only is it the thinnest and lightest slate with this screen size, it's the most powerful, too, and boasts a high-definition screen and stereo speakers. We just wish Google included a microSD Card slot.

In terms of the small tablet competition, the Amazon Kindle Fire HD offers better parental controls, but the new Nexus 7 has it beat on screen resolution, performance and battery life. The $100 more expensive Apple iPad mini benefits from a much larger selection of tablet apps, and some may prefer its larger 8-inch screen size. However, its 1024 x 768 resolution looks positively dated compared to the new Nexus. Those looking for more features, such as the ability to control their TV, will like the $299 Galaxy Tab 3 8.0. Overall, though, the Nexus 7 is now the best 7-inch tablet and offers the most value of any slate under 10 inches.

Attorney General Eric Holder is messing with Texas.

Holder announced Thursday that the Justice Department would ask a court to require that Texas get clearance from the Justice Department before making any new changes to voting laws over the next decade.

The move comes about a month after the Supreme Court struck down a key section of the landmark Voting Rights Act of 1965, and signals a new front in the Justice Department's political battle with states over imposing new rules and restrictions on voting.?

In a speech given at the annual National Urban League conference in Philadelphia, Holder said his request to the federal court in San Antonio, Texas, would be on the basis of a preclearance provision similar to that of Section 5 of the Voting Rights Act.

"This request to 'bail in' the state ? and require it to obtain 'pre-approval' from either the department or a federal court before implementing future voting changes ? is available under the Voting Rights Act when intentional voting discrimination is found," Holder said, according to prepared marks distributed by the Justice Department.

"Based on the evidence of intentional racial discrimination that was presented last year in the redistricting case, Texas v. Holder ? as well as the history of pervasive voting-related discrimination against racial minorities that the Supreme Court itself has recognized ? we believe that the State of Texas should be required to go through a preclearance process whenever it changes its voting laws and practices."

It is the department's first action following the Supreme Court's controversial 5-4 decision last month, but Holder vowed that it will "not be our last." Within 24 hours of the Supreme Court's decision last month, five states went ahead with voter ID laws ? some of which were found discriminatory under the Voting Rights Act.

Section 4, which was struck down by the Supreme Court, determines the "coverage formula" for determining the states that are actually subjected to the law. Here's what the court held: "Section 4 of the Voting Rights Act is unconstitutional; its formula can no longer be used as a basis for subjecting jurisdictions to preclearance.

Gov. Rick Perry's office didn't immediately respond to a request for comment. Holder's comments did, however, earn a quick rebuke from Attorney General and 2014 gubernatorial candidate Greg Abbott:

Apple's iPad Sales Weaker Than Expected - Business Insider


It wasn't long ago that Apple fans were slapping each other on the back and crowing about how, one day, Apple would be known as "the iPad company."

The theory was that iPads were such a mega-hit new product category that iPad sales would continue to grow at astronomical rates until, eventually, they might even eclipse sales of the iPhone.

You don't hear that theory much anymore.

Why not?

Because, despite the launch of a cheaper iPad last year--the iPad Mini--the growth of Apple's iPad sales has screeched to a halt.

In the June quarter, Apple's iPad sales dropped a startling 14% year over year, to only 15 million units.

Even after adjusting for channel inventory, iPad sales to consumers dropped 3% year over year.

This in a tablet market that is projected to grow about 50% this year.

So, what's going on?

Well, part of the issue is a tough comparison with last year: The iPad with a retina screen launched in the June quarter last year, and this triggered a nice jump in iPad sales in that quarter--to 17 million units from 12 million in the prior quarter. That set a high bar for this year's June quarter.

But that's not the whole problem.

The larger problem, arguably, is that Apple is trying to maintain premium pricing in a market in which competitors are increasingly selling high-quality iPad alternatives for significantly lower prices.

This quarter's lousy sales, it is important to note, come only a couple of quarters after Apple launched its iPad Mini--the smaller, cheaper tablet that was designed to allow Apple to compete with similar tablets from Google, Amazon, and others. We have not even anniversaried the launch of the Mini and iPad sales are still down.

The iPad Mini and Apple's larger iPads are still arguably the best tablets of their kind on the market. But they're also some of the most expensive. Apple, which generates its profit from device sales, is trying to protect its profit margin by maintaining relatively high price points for its iPads. Amazon, Google, and other tablet manufacturers, meanwhile, are selling their tablets at lower price points, in part because they generate their profits from app and media sales rather than device sales.

Apple says it wants to sell the "best" products, not the "most" products, so this pricing strategy is in keeping with that philosophy.

Apple's tablet platform share is dropping fast...

The trouble is that Apple is also trying to ensure that its mobile operating system, iOS, remains the dominant global mobile platform. And in platform markets--markets in which third-parties build apps and sell services on top of a platform--market share is crucial.

By trying to maintain its premium pricing and high profit margin, Apple is likely losing sales that would otherwise help the company capture more of the mobile platform market. That tradeoff helps produce higher profits for Apple today, but it also likely weakens the long-term value of the iOS platform. If, instead of focusing on maximizing near-term profits, Apple were focused on trying to make iOS the dominant global mobile platform, it would likely reduce prices on its iPads and iPhones. This would hurt the company's profits today, but it would also likely lead to a stronger market position--and higher profits--several years from now.

In other words, Apple is stuck with what can only be described as a high-quality problem.

The company's profit margin is so high, and it is making so much money, that investors have made it one of the most valuable tech companies in the world. If Apple sacrifices its profit margin and profit to increase its mobile platform market share, investors will probably scream. (It is a slowdown in sales and drop in profits, after all, that has clobbered the stock over the past year.) If, on the other hand, Apple maximizes its current profit at the expense of market share, as it appears to be doing, it will likely weaken its market position long-term.

Unless Apple believes that iOS can remain a dominant and sustainable mobile platform even with only niche market share, in which case market share losses don't matter, there's a right answer here.

The right answer is for Apple to reinvest more of its gigantic profits by reducing the prices of its iPads and iPhones.

Apple is so phenomenally profitable that it could reduce its iPad and iPhone prices significantly and still coin money. And, in doing so, it could also accelerate its unit growth and increase its global market share.

Doing this, of course, would further reduce Apple's current profit and trigger additional declines in the stock price. But that doesn't mean it's the wrong decision for the long term.

What Apple will not likely be able to do is have it both ways.

The company will not likely be able to continue to own the dominant global mobile operating system while also trying to maintain its premium device pricing and profit margin. Gradually, as hardware competitors get better and operating systems like Android become more ubiquitous, iOS will become more of a niche player. Ultimately, if it becomes too much of a niche player, it will lose its value to developers and distributors. And if that happens, Apple is finished. If there's no clear reason for consumers and developers to pay up to be in "the iOS ecosystem," there will be no reason for consumers to pay up to buy Apple gadgets. The vicious cycle will feed on itself, and, ultimately, both Apple's profits and market share will collapse.

So Apple investors (I'm one) and fans shouldn't just brush off this quarter's lousy iPad sales. Tablets are still a rapidly growing market, and Apple still has arguably the best products in the category. But Apple appears to be losing market share fast. And that is likely a direct result of its decision to try to maintain its premium prices and profit margin in a world in which talented competitors are producing high quality products and being ever more aggressive on price.

WASHINGTON Large cities in the U.S. are significantly safer than their rural counterparts, with the risk of injury death more than 20 percent higher in the country. A study to be published online tomorrow in Annals of Emergency Medicine upends a common perception that urban areas are more dangerous than small towns ("Safety in Numbers: Are Major Cities the Safest Places in the U.S.?").

"Cars, guns and drugs are the unholy trinity causing the majority of injury deaths in the U.S.," said lead study author Sage Myers, MD, MSCE, of the University of Pennsylvania in Philadelphia, Pa. "Although the risk of homicide is higher in big cities, the risk of unintentional injury death is 40 percent higher in the most rural areas than in the most urban. And overall, the rate of unintentional injury dwarfs the risk of homicide, with the rate of unintentional injury more than 15 times that of homicide among the entire population. This has important implications about staffing of emergency departments and trauma care systems in rural areas, which tend to be underserved as it is."

Analyzing 1,295,919 injury deaths that occurred between 1999 and 2006, researchers determined that the risk of injury death was 22 percent higher in the most rural counties than in the most urban. The most common causes of injury death were motor vehicle crashes, leading to 27.61 deaths per 100,000 people in most rural areas and 10.58 per 100,000 in most urban areas. Though the risk of firearm-related death showed no difference across the rural-urban spectrum in the entire population as a whole, when age subgroups were studied, firearm-related deaths were found to be significantly higher in rural areas for children and people 45 years and older; however, for people age 20 to 44, the risk of firearm-related death was significantly lower in rural areas.

Race was also a factor. Rural counties with large black populations had significantly lower risk of injury death than those with small black populations. The opposite was true for Latino populations: Rural counties with large Latino populations had significantly higher risk of injury death than rural counties with small Latino populations.

Surprisingly, rural counties with the highest levels of college-educated inhabitants and median income had significantly increased risk of injury death compared to rural counties with the lowest levels of each.

"By digging deep into the data, we may be able to tailor injury prevention efforts to the populations that need them, such as seniors in cities who are more likely to fall and rural children who are more likely to drown," said Dr. Myers. "This data is relevant to staffing issues as well. Injury-related mortality risk is highest in the areas least likely to be covered by emergency physicians and least likely to have access to trauma care, which argues for using a population-planning approach to improve emergency and trauma care systems in the U.S."

That's why the University of Central Lancashire is looking to improve search and rescue technology with AeroSee, a project that incorporates drones to locate missing hikers. The lightweight aircraft, provided by E-Migs, are equipped with cameras that transmit video to nearby ground stations. Analysis is then crowd-sourced by search agents, who scour the images for missing persons, like a high-stakes Where's Waldo. And that's where you come in. Tomorrow, July 25th at 12:30PM GMT (7:30AM ET), UCLan will launch a simulated mission where you can log in to its site to scour images for a survivor. Sustainable in the City: Bloom Where You Are Planted | Ready ...

There really are very few ?perfect? locations for a prepper. A very common excuse that some people give as to why they cannot prep is their current location. People say, ?Well, once we are able to get moved to our farm in two years I?ll start prepping hardcore.? Another favorite is ?I?m saving the money for moving instead of using it for preps.? Or even worse, ?Oh, there is no point in prepping here, because if the SHTF I?ll be dead.?

Stop this kind of thinking RIGHT NOW!!!!!!

Sometimes, to borrow an old saying, you just have to bloom where you?re planted.

There are many things you can do to increase your preparedness wherever you happen to live. Apartment dwellers at the top of a city high rise, folks in the middle of the desert, and people in HOA-ruled suburban lots all have to examine their situations, figure out their pros and cons, and work towards resolving what they can. With some pre-planning, there is a lot you can overcome if you have the right mindset. I suspect there are just as many (and probably far more) preppers living in the ?burbs than there are living in perfect rural locations, with a lake, 10 acres of cultivated farmland in an off-grid house.

Money is tight all over. It?s very easy for people to say, off-the-cuff, ?Oh, you should move.?

But just picking up and moving isn?t that easy. It took me nearly 4 years to be able to do that. People have obligations and ties that some Joe-Blow on the internet shouting out advice can?t even begin to understand. Some in the prepping community have a complete disconnect with the realities of everyday people. There are reasons like:

  • Not enough money to leave
  • A good job (very hard to come by these days)
  • Family members in the area that you don?t want to abandon
  • No work opportunities where you want to go
  • Custody orders that require you to remain in a certain area
  • A spouse who is not on board
  • A house that won?t sell or with an upside-down mortgage

The list goes on and on. There are as many reasons to remain in one place as there are people living in cities. And yes, I could sit here and refute each and every reason a person has chosen to remain, but it wouldn?t do one bit of good. People are sometimes alienated by the prepping movement when it seems that everything is black and white or like their personal decisions are somehow less valid than the decisions of some random person on the internet.

That?s why it?s important to take your current situation, warts and all, and work with it. This doesn?t mean that you should abandon your plans for a better location some time in the future if such a move is warranted. But it means that you shouldn?t put off important preparedness steps until after that move is made.

Assess Your Situation

You don?t know where to go if you don?t know where you are. The first and most vital step is an honest assessment of your current situation.?The situation that you have right now, this very minute, not the one you will have in a month or in a year.

Prepping is all about pre-planning and knowing what you need in order to thrive.

Assess your needs regarding the following in a SHTF scenario or disaster:

  • Water
  • Sanitation
  • Food/Cooking
  • Heating
  • Security
  • Light

Once you know exactly where you are with these things, you can begin to look for solutions that will work for you, today. Dig in and make a plan for the survival of your family.

And a little note to those who say, ?It doesn?t matter, I?m in downtown Manhattan. I?ll die anyway.?

No, you won?t. You won?t be that lucky. You will be absolutely thoroughly miserable, breathing foul unhealthy air. You?ll be thirsty enough to drink unsanitary water, which will cause bowel issues to worsen problem #1. You?ll be hungry, but not hungry enough that you die of starvation. You will be at the mercy of thugs better armed than you. And you won?t die, not right away. You will live like I just described, and it will be horrible. Look at the residents of Manhattan during Hurricane Sandy. They didn?t die but they were absolutely miserable, they were terrified, they were eating from dumpsters, and much of it could have been avoided with some basic preparedness.

Survival in a Population Dense Area

Before I relocated to my little cabin in the woods I lived in a very metropolitan area. I was lucky in that I had 1/10th of an acre. I did everything I could come up with to make my little house as sustainable as possible should the poop hit the oscillating device before I could get out. A disaster in the city IS survivable.

I planted every inch of the back yard and grew enough food that the home-canned and frozen produce lasted until Christmas. I stockpiled groceries. I had plywood cut and pre-drilled to cover each window of the house. I had printed official looking quarantine signs to hang on the door of my house as a deterrent. I put together a little outdoor fireplace in the backyard behind my fence. I got a big dog. I collected rainwater from downspouts at each corner of the house. I purchased an antique oil heater in good working order, and stockpiled heating oil. I had enough seeds to plant for the next 4 years. I located nearby sources of water, wood, and nuts. I got a wagon for hauling stuff if the transportation system was down.

In short, I did everything possible to make the best of a potentially terrible location. It wasn?t perfect, but we would have outlasted most of the other people in our residential neighborhood and done so under the radar.

The Priorities

Let?s take a look at each of the major challenges that we face in a SHTF situation. Obviously different disasters offer different challenges. These lists aren?t meant to be comprehensive. They are meant to be a starting point to get your wheels turning on how you and your family can best survive, exactly where you?re planted right now.

Water

You can only survive for 3 days without water (and you?ll be weak and suffering way before that) so that should put water preparedness at the very top of your list. Some ideas: 1 month supply of drinking water stored (plan on a gallon per day, per person and pet), non-electric water filtration system (with spare filters), buckets along with a sled or wheel barrow depending on the season for transporting water, a water catchment system, water purification supplies (bleach, pool shock, tablets), system for catching gray water to be reused for flushing, washing, etc.

Sanitation

In the aftermath of Hurricane Sandy in New York, it was reported that people were defecating and urinating in the hallways of apartment buildings once the sewer system stopped working. Lack of sanitation is not only unpleasant, but it spreads disease. Some ideas: portapotty, buckets lined with heavy duty trash bags, kitty litter, water for flushing if you have septic, learn how to shut off the main valve so that city sewage cannot back up into your house or apartment, supplies to build an outhouse, lime, baby wipes,antibacterial wipes, white vinegar, bleach, hand sanitizer, extra toilet paper.

Food/Cooking

Most preppers have a food supply, but have you considered how you?re going to prepare all those beans if your stove doesn?t work? Some ideas: Minimum of 1 month of food for each family member and pet; alternative cooking methods indoors like a fondue pot, a woodstove, propane stove, or fireplace; outdoor cooking methods like a barbecue (beware of tantalizing smells and hungry neighbors), outdoor fireplace or firepit, rocket stove, or sun oven; and foods that don?t require cooking or heating.

Heating

This depends upon your climate and the time of year that disaster strikes. Prioritize accordingly. Some ideas: wood stove, fireplace, oil heater, kerosene heater, propane heater, coal heater; non-tech ideas like arctic sleeping bags, winter clothes and accessories, covers for windows, segregating one room to heat.

Security

In a disaster situation, the risk of potentially violent civil unrest always goes up. We used a two-fold approach of trying to avoid conflict by keeping a low profile, but being ready to deal with it if it couldn?t be avoided. Some ideas: personal defense items (this will vary depending on your location, the laws there, and whether or not you intend to follow those laws), secure heavy doors with reinforced frames, plywood or gridwork to cover the windows, keeping lights off or low, thorny plants around the perimeter of your house and yard, hardening access points, a big dog, an alarm system, and visual deterrents such as warning signs and quarantine signs.

Light

Don?t underestimate the value of light in a dark world. Most city dwellers don?t consider exactly how dark the night can be without streetlights and lights from houses. Emotionally, having a bit of light can help soothe frazzled children (or adults) and help the night seem a little less scary. Use caution that your light cannot be seen from the outside ? like moths to a flame, people will be drawn to the only brightly lit house on the street. Some ideas: Solar garden lights, candles, kerosene lights, oil lights, flashlights, headlamps, battery operated LED lights, solar camping lanterns.

Make a Plan

So, if you?re reading this and you?ve been putting off preparedness due to your location, what?s your plan?
