Coming out in Cambodia: Women in same-sex relationships stand ...

In a Cambodian case that has attracted UN attention, Phlong Srey Rann is currently serving a five- year prison sentence for having sex with her girlfriend. She has been charged with human trafficking and illegal detention despite insisting that their relationship was consensual.

The case is surrounded by controversy and police are suspected of fabricating charges that the defendants' girlfriend was underage. Srey Rann's litigator told the Phnom Penh Post that her "girlfriend's family bribed local authorities to change her real age" in order to take legal action against Srey Rann.

A 2010 report from the Cambodian Centre for Human Rights highlights that although same-sex relationships are legal there are many examples of lesbians being persecuted by the law. The report suggests that those in authority who discriminate and persecute LGBT [lesbian, gay, bisexual and transgender] individuals may "conceive of such treatment as 'punishment' for not adhering to accepted social norms."

Srun Srorn, a key player in the struggle for LGBT rights in Cambodia, has met lesbians from all over The Kingdom with similar experiences of heartache, discrimination and forced marriages.

He explains: "There are some [lesbian] couples that have died because their parents, family and local authorities have got involved with their cases. In Banteay Meanchay, one lesbian's family forced her to marry a man and gave her some traditional medicine which resulted in her dying. When she died, her partner killed herself too."

Cambodia prides itself as the Kingdom of Wonder, but overwhelming problems with poverty, low levels of education and poor health provision dominate the news and agenda for development agencies. In this context, issues of sexuality and gender identity can be overlooked or seen as a low priority.

Srorn argues that the first problem lesbians in Cambodia face, is being female in a society that favours men and boys: "Women are discriminated against and stigmatised every day by cultural norms."

Traditionally, a Cambodian woman's main role is to marry well and raise children. School lessons often reflect this and are geared towards preparing girls for these roles. As a result, many girls believe that this preparation is more important than academic aspirations. The Chbap Srey or Women's Code of Conduct, which until recently was taught to all school children, outlines the importance for women to be feminine, modest and obedient thus limiting decision making power, political power and women's social and professional capacity to express themselves and build relationships.

Although female employment is relatively high, women are more commonly employed informally by family members on a low wage. As a consequence, women are rarely financially independent and are typically dependant on their parents or their husbands. This factor is particularly significant for Cambodian lesbians as they are often financially incapable of living on their own or with their female partners.

Many Cambodian lesbians identify as neither fully male nor fully female but as third gender. A large number of women in same-sex relationships choose to express themselves using male pronouns and dressing in masculine clothes, thus transgressing gender norms. Women that express themselves in such a way find that they can be excluded from school, have limited employment options and may be excluded from their communities. As a result, many Cambodian lesbians find they are discriminated against firstly as women, and secondly as lesbians.

Ly Pisey supports women in marginalised communities including sex workers, trans women and lesbians. Pisey explains that women in same-sex relationships are often isolated in their communities and that "homosexuality has not yet been understood widely by families, communities, work places, charity workers, government officers and society as an alright way of living. Many people cannot accept it..."

In 2008, Pisey and Srorn joined forces with national and international LGBT volunteers with a shared desire to improve the situation for LGBT Cambodians. They enlisted the support of several non-governmental organisations and local businesses and together they created an extraordinary and pivotal moment in Cambodian LGBT history: The first Pride week.

Organised in 2009 to coincide with International Day against Homophobia and Transphobia, for many Cambodian lesbians it was the first opportunity to celebrate their identity and meet like-minded individuals and couples from provinces all over Cambodia as well as other countries. Since this event, the organisers have continued their work and formed Rainbow Community Kampuchea (RoCK), an LGBT rights advocacy collective.

Pride 2011 featured a Buddhist blessing ceremony. In a country which places so much importance on Buddhist teachings this ceremony was a great accomplishment in the realisation of LGBT acceptance.

This year, the Association of Southeast Asian Nations Lesbian, Gay, Bisexual, Transgender, Intersex and Queer Peoples Caucus convened in Phnom Penh. The convention celebrated diversity and reminded governments and members of civil society that LGBTIQ rights must be recognised, promoted and protected. This is an indicator of how successfully RoCK has not only built strong grassroots foundations but also linked in with regional and international communities.

With so many socio-economic problems present in Cambodia, some may say that focussing on the rights of lesbian identities and women in same-sex relationships is of low importance. In fact, one could argue that the empowerment of a group that faces double discrimination due to their gender and their sexual orientation could be ground-breaking by challenging societal structures that favour both heterosexuality and patriarchy.

In many cultures, women are discouraged from seeking or expressing sexual pleasure and their sexuality remains hidden. As such, in western and developing countries, female sexuality is often suppressed. These factors may be hindering development efforts.

Last year's report from the Institute of Development studies and Pathways of Women's Empowerment found that "focusing on the positive aspects of female sexuality is a key strategy in challenging limiting social norms that restrict women's wellbeing and opportunities at work, in politics and in the public domain."

Srorn and the RoCK team continue challenging deep-seated cultural beliefs that lead to discrimination: "Sometimes gays and lesbians are seen as almost sub-human by many people in our society. We want to tell those people that we are human beings- and we love who we are."

Flopping, flagrants, Olympics on Stern's mind

(AP) ? David Stern wants to take a closer look at flopping and referees to be able to take a second look at all flagrant fouls.

And the NBA commissioner isn't sure he wants to see his veteran players in the Olympics anymore.

Stern and Deputy Commissioner Adam Silver said Wednesday the league is committed to sending top players to the Olympics only through London, and then wants to look into saving them just for the world basketball championship and having the Olympics reserved for those 23 and under, as soccer does.

That discussion will happen later with FIBA, basketball's world governing body. First, Stern has some changes he wants to talk over with the recently changed Competition Committee.

He has previously urged a crackdown on flopping, the art of players falling down to make officials believe they were fouled. He called for a "not instant, but thorough review."

"I think we are going to approach something that many tell me is impossible, which is deciding whether someone was acting or was actually, and thereby tending, intending to trick the fans, and the referees; or, whether there was a legitimate reason for that particular person to go sprawling," Stern said. "And then the question is, what to do in that case, and that's the kind of discussion that I look forward to having with the committee."

Referees can currently only review the more severe Flagrant 2 fouls, to decide if they were indeed worthy of an automatic ejection or should be downgraded to a level 1. The issue came up during the Miami-Indiana series, when a flagrant against the Heat's Udonis Haslem appeared to fit the criteria of a 2 ? and was upgraded to that the next day by the league office ? but was only ruled a 1 on the floor and officials had no ability to look at it again.

"I think that we ought to have video review of flagrant ones and twos, and that's something that the committee should look at," Stern said.

Stern said he also wants an end to defensive basket interference.

The biggest change could be the look of the Olympic teams in 2016. NBA players began competing in 1992 in Barcelona, with the famed U.S. team of Michael Jordan, Magic Johnson, Larry Bird and the rest of a squad that was inducted into the Basketball Hall of Fame two years ago.

"It's the 20th anniversary of Barcelona, where the only Dream Team that I ever celebrated played," Stern said.

This year's U.S. team could include the likes of LeBron James and Kobe Bryant, but it would be time for the younger guys to take over if the change that Stern and Silver are warming to was enacted.

"We think international soccer has an excellent model and in the case of soccer, of course, there's the World Cup of football, which is the biggest sporting event in the world every four years, and then in the off years, for the World Cup, they play, in essence, with some exceptions, a 23-and-under competition at the Olympics," Silver said.

"And there's a recognition certainly Mark Cuban, other owners have raised repeatedly the issue of our players playing in essence year round when you add the Olympics to our newly renamed world championship of basketball to our World Cup of Basketball. So when you have the Olympics, the World Cup of Basketball, we are taking a very close look at whether it makes sense from an NBA standpoint and a global basketball standpoint for the top players to be playing at that level on a year round basis, and somewhere (every) summer.

"So what we have told FIBA and what David has announced several times is that we are all in through the London Olympics, and then post-London Olympics, we want to step back together with USA Basketball, led by Jerry Colangelo and Patrick Baumann in FIBA, and the same way David talked about the new commission being a deliberate body, and I think together with the Competition Committee a committee of owners, we need to take a long-term view of what makes sense both for the NBA and for the game."

Colangelo has said he doesn't want to discuss the proposal until after the Olympics, believing it is a distraction to bring it up now. It's unknown how FIBA would feel, knowing how much basketball has grown in the 20 years NBA players started playing in the Olympics.

Stern also said the league is confident in the arbitration case the union brought against it involving the Bird Rights of the Knicks' Jeremy Lin and Steve Novak, among others.

According to the Collective Bargaining Agreement, the player keeps his rights, which allow teams to exceed the salary cap to re-sign them, if he changed teams by trade. The players' association argues that a player and his contract going from one team to another should also maintain his rights through a waiver claim.

"We believe that the position that we are espousing here is the one that the contract says is the one and that the arbitrator will confirm," Stern said.

(AP) ? Shocking as it was, the massacre of more than 100 Syrian villagers is unlikely to galvanize a military assault like last year's campaign in Libya to oust Moammar Gadhafi. The killings, however, did provoke the strongest international condemnation the United States and other nations could muster.

The U.S. joined more than a dozen nations in expelling Syrian diplomats on Tuesday, and Republican presidential candidate Mitt Romney pushed for further, direct action to dislodge Syrian President Bashar Assad. But President Barack Obama's spokesman emphasized more limited options.

"We do not believe that militarization, further militarization of the situation in Syria at this point is the right course of action," said White House press secretary Jay Carney. "We believe that it would lead to greater chaos, greater carnage."

The nation's top military officer, Joint Chiefs of Staff Chairman Gen. Martin Dempsey, had appeared to hint at a possible shift in that longstanding U.S. position, saying Monday that despite reservations about military intervention "it may come to a point with Syria," because of the mounting atrocities.

Pentagon spokesman George Little said Tuesday that those remarks did not mean the United States had backed off its position that military intervention risks doing more harm than good. The Pentagon has not been asked to provide plans for military options in Syria, Little said.

"The focus remains on the diplomatic and economic track," Little said. "But at the end of the day, we in the Department of Defense have a responsibility to look at the full spectrum of options and to make them available if they're requested."

Romney, who is opposing Obama in this year's presidential election, said the massacre argued for strong action, including arming the rebels and pressuring Russia to stop selling arms to Assad forces.

"President Obama's lack of leadership has resulted in a policy of paralysis that has watched Assad slaughter 10,000 individuals," Romney said.

The administration's position reflects deep doubt that any bombing campaign could be accomplished quickly and relatively bloodlessly, as in Libya. The United States would have to be a major participant in any sustained coalition war to remove Assad, something U.S. officials had all but ruled out before the massacre in Houla over the weekend.

The United States is providing "non-lethal" assistance to the Syrian rebels fighting Assad, meaning supplies and help that do not include ammunition or weapons.

"Right now, our focus is on humanitarian aid, non-lethal aid, and I'm not going to speculate as to where the future might take us," Little said.

The administration is also helping other nations who are providing lethal aid determine suitable recipients.

"We and many nations that are ? that consider themselves friends of Syria ? are assessing the opposition as we help ? help them stand themselves up and help them unify," Carney said.

A senior U.S. official said events like this weekend's killings have the potential to provide a major change in an already perilous situation, and that the U.S. would seek to further move other nations toward a political solution due to the broad outrage over the killings and widespread fears that the window for a political solution is narrowing.

The chairman of the House Foreign Affairs Committee said the expulsion of the Syrian diplomat doesn't go far enough. Rep. Ileana Ros-Lehtinen said the U.S. should expel other Syrian officials and "expand our overall sanctions against Damascus."

Under pressure from lawmakers to do more, the White House is working to draft the legal framework for potentially wider U.S. engagement, two officials told The Associated Press. The scope of the authority was not clear, and White House officials would not confirm or comment on it.

"This is a political measure. This is a statement of our extreme disapproval and horror at the massacre," State Department spokeswoman Victoria Nuland said after Washington informed the top-ranked Syrian diplomat that he had 72 hours to leave the country. "We will obviously continue to look at other ways we can pressure the regime economically, politically, diplomatically, and continue to try to tighten the noose."

Carney also said the U.S. is working with allies to assess further action, but he gave no detail about what those next steps might include.

He threw cold water on efforts by Persian Gulf nations and some Republican critics to begin sending U.S. weaponry to the Syrian rebel forces, although he acknowledged that other nations may go ahead without U.S. help. The United States is worried that weapons would go astray and strengthen an Islamist terrorist movement or feed a possible civil war. Military officials also worry that even with additional arms the rebels would be hopelessly overmatched by Assad's army and the shabiha, the pro-government gunmen believed to be responsible for the Houla carnage.

"The nature and shape of and the membership of the opposition is still something that we and our partners are assessing," Carney said. "That is another consideration that has to be acknowledged when efforts like that are undertaken."

U.N. envoy Kofi Annan called the massacre a "tipping point," and the diplomatic deep freeze was swift.

"This amounts to abandoning all reason, sense, conscience, intelligence and mercy," Turkish Prime Minister Recep Tayyip Erdogan said Tuesday. "This inhuman massacre amounts to trampling all values that make a human being a human being."

The U.N.'s human rights office said Tuesday that most of the 108 victims in the town of Houla were shot at close range, including 34 women and 49 children, and entire families gunned down in their own homes. The expulsion of diplomats was a sign of "absolute disgust" with Assad's rule, the Obama administration said.

The United States will keep up pressure at the United Nations Security Council, and individually with allies and partners, Nuland said.

A lobbying effort with Syrian ally Russia is part of that effort. Russia has blocked U.S. efforts to impose a U.N. arms embargo or international travel ban for senior Syrian officials.

Injured Passenger Initiates Unsual Car Accident Compensation Claim

An unusual car accident compensaiton claim has been initiated by a woman who sustained serious personal injuries in a car accident whilst abroad in Poland. The woman is seeking ?300,000 in personal injury damages for the incident. The car accident compensation claim writ was recently submitted to the High Court in London and picked up on by a local newspaper named the Huddersfield Daily Journal. It seems that the woman, who is 28 years old is a local to the area, was riding as a passenger in the back seat of the car. A family member was driving the Fiat punto which was insured by a Polish company. Their small vehicle collided with a BMW whilst approaching a cross-junction in the road and the blame for the incident is being put on the Fiat driver.

The woman, who now lives Jagger Lane which is in Honley, is filing the car accident compensation claim against the Polish insurance company of the car in which she was riding as a passenger. The Polish insurance company is based in Poland?s capital, Warsaw and has representatives in the United Kingdom at Inter Europe in Trafford Park in Manchester. The legal team representing the woman state that the personal injury claim must be met as the insurance company is bound by Polish Law to do so. The man driving the Fiat was facing a conviction in June of last year but had his jail sentence suspended by a three year probationary period at the Polish courts. The car accident took place in the south of Poland near a small town called Skoczow which is close to this Silesian foothills.

The list of extensive personal injuries sustained in car accident include fractures to sacral bones and a series of complex fractures sustained to the woman?s right leg. Also reported is a fractured left collarbone, fractures in the neck, a fractured pelvis and also a brain injury. Movie Review: Men in Black III in 3D at the Village Theater ...

They are back... in time!

The plot follows Agent J (Will Smith) as he travels back in time to kill an alien before that alien can kill his partner Agent K (Tommy Lee Jones). It is action packed, humorous and overall an entertaining movie. Bonus; it is in 3D! For the Jones fans, don?t be surprised if you do not get your fill of him in this movie. Most of the time you see Agent K?s younger self played by Josh Brolin. However, for the Smith fans you will be pleased!

I must admit, I am not a fan of sci-fi alien movies. But this was good! Although the beginning is a bit of a struggle for those who do not appreciate the skilled special effects and disgusting alien guts splattering on the walls, the plot and ending are well worth the gross parts. There is much more to the story line than defeating aliens and the characters come full circle in a funny, surprising, and heartwarming way.

Fellow movie-goer Kristine Weweraka said about the movie, "I haven't seen all the MIB movies but it was easy to follow the plot. I liked it because it was a mix of alien sci-fi and comedy."

Hodgson's England reign starts with win at Norway

OSLO, Norway (AP) -Ashley Young gave Roy Hodgson a winning start as England coach on Saturday, clinching a 1-0 victory over Norway in the team's first European Championship warmup match.

Young combined with Andy Carroll after nine minutes, scoring in his fourth consecutive international to provide Hodgson with a potential striking partnership for the Euro 2012 opener against France on June 11 when Wayne Rooney is suspended.

"I think he and Carroll have proved they can do that job," Hodgson told British broadcaster ITV. "Both of them were really very good."

But two weeks after taking permanent charge of an England side rocked by Fabio Capello's resignation in February, Hodgson had his first setback.

Gareth Barry, who replaced captain Steven Gerrard at halftime, limped off in the 73rd with a groin injury and the midfielder will undergo scans before the UEFA squad deadline on Tuesday.

"If it's serious that will give me something to think about as we don't have much time left," Hodgson said.

England's victory was its first in Norway was its first since coming here ahead of winning the 1966 World Cup on home soil.

"It was a marvelous start to my career as the national team coach because it's not often Norway lose at home and it's a long while since we have won here," Hodgson said. "I don't think you lay foundations in three days ... I hope any foundations we can lay will be in the coming weeks and months."

Less than half the team that is likely to start England's first Euro 2012 match against France on June 11 made the starting lineup in Oslo. Goalkeeper Joe Hart stayed on the bench and four Chelsea players were given an extended break after their Champions League final win a week ago.

Carroll was handed his first international start in 14 months, earning just his fourth cap.

And the much-maligned forward came close to a fourth-minute opener, latching onto a cross from Liverpool teammate Stewart Downing, but heading wide.

But it was Young, supporting Carroll up front, who ensured Hodgson's reign started with an early goal.

Carroll flicked the ball from inside the England half to Young, who raced forward and spun around Brede Hangeland before striking into the net.

"I've just got to keep putting on a performance and we'll see what happens when it comes to the Euros," said Young. "I think it went well with Andy Carroll. We've worked on the partnership during training and there were a few good combinations between us."

After Young's opener, England goalkeeper Rob Green parried a rising shot from Markus Henriksen on his first start since fumbling a shot into the net in the 2010 World Cup against the United States.

England captain Steven Gerrard was fortunate to stay on the pitch after a sliding studs-up challenge on Tom Hogli in the 39th that led to the Norway defender going off injured.

"He has gone to the hospital," Norway coach Morten Olsen said. "I don't think it is very serious."

Norway could have leveled when John Arne Riise easily skipped past substitute Theo Walcott on the left flank, but from a tight angle he sent the ball into the side netting.

"At times we should have been a bit more positive," Hodgson said. "There's an element of keeping the ball sometimes when we maybe could have played it forward a bit earlier and get those two players in.

"We've started talking about it and sowing a few seeds."

There were debuts for winger Alex Oxlade-Chamberlain, who replaced Young in the 72nd, and defender Martin Kelly, who came on for Phil Jones in the 88th, as England comfortably held on for the win.

England's final match before Euro 2012 is at Wembley Stadium next Saturday against Belgium.

"We've only been together with the new manager for a few days but I think it's gone OK so far," Young said.

Record Number of California School Districts Near Bankruptcy

Michelle Klampe writing in the Press Enterprise reports that many schools in California are in extreme financial jeopardy with up to 20% of school districts in the State currently looking unable to pay their bills within the next two years. She notes that districts with a qualified budget could become insolvent in as little as two years absent drastic further cuts or addition of income streams.

Twelve districts ? none in the Inland Empire ? have indicated they cannot meet their financial obligations this fiscal year or next, a budget status known as negative certification. Another 176 districts indicated they may not be able to pay their bills this year or in 2012-13 or 2013-14, a qualified certification.

Stan Scheer is superintendent of Murrieta Valley Unified School District and claims that a major challenge for schools is predicting future budgets while noting that districts weren?t allowed to make assumptions about any future employee concessions.

Murrieta Valley has furlough agreements for 2012-13 to help balance the $145 million budget, but negotiating similar agreements now for future years would be nearly impossible, he said.

?There?s no way I would even think about doing that right now,? Scheer said. ?It?s too volatile.?

This sentiment was echoed by Paul Jessup, the deputy superintendent for Riverside County office of education, who said that districts achieving a firm financial footing would be impossible while the state budget crisis continued along with uncertainty over taxation plans to provide funding for schools.

?We?re in desperate need of an honest state spending plan,? he said. ?We keep on getting budgets built on hope. Hope is not a plan.?

Since the 1990s, districts have been required to file financial reports a year by the 15th or December and March. These reports, known as interim reports, look at cash flow, reserves, deficit spending, labor agreements, enrollment, etc, in a complete review of fiscal health for the current year and anticipated fiscal health for the two following years.

School districts which get qualified or negative certification face extra oversight from the county office and have to file a third interim report. The additional county oversight effectively means that the district?s spending decisions will be reviewed and can be vetoed.

The number of districts and other local education agencies facing bankruptcy has increased by 61 since February and by 45 over the previous year?s list.

Controversial O.C. politician loses local GOP leadership post

PaulyDeborah Pauly, the outspoken Villa Park councilwoman who drew community ire when she protested outside an Islamic charity event, was removed this week from a leadership position with the Orange County Republican Party's central committee.

Party officials said Pauly, who is running for county supervisor, has been a divisive figure.

Her removal comes days after Orange businessman Bob Walters mailed letters on Pauly's behalf to voters on "George Wallace for President"? letterhead. The stationery appears to have been left over from Walters' stint as chairman? of Wallace's failed campaign for president in 1967.

The mailer urged citizens to vote for Pauly, who is in a heated race for a supervisor?s seat, and was the subject of a complaint to the state's Fair Political Practices Commission.

Pauly previously told the L.A. Times that she did not know of Walters? ties to the former governor, who was associated with segregation during his years in power.

The Villa Park councilwoman sparked outrage last year when she appeared outside a charity function. "I know quite a few Marines who will be very happy to help these terrorists to an early meeting in paradise," Pauly said at the time.

In 2010, Pauly was taken to task after writing on her Facebook page that applauding President Obama?s healthcare bill was ?like applauding a mugging or a rape.?

On Monday, Pauly was removed as first vice chair of the county's Republican Party on a motion by Scott Baugh, the chairman of the GOP.

Baugh said that Pauly is a divisive force in the party at a time when unity is needed. ?These are not just my opinions, they?ve been brought to me by dozens and dozens of people who share my concerns,? he said at the meeting.

?She makes statements out there that I?m constantly having to defend,? he said.

Pauly did not return a request for comment. Neither did Baugh.

At the meeting, which was videotaped, Pauly said that she is being criticized because she is not an ?establishment status-quo Republican.?

She blamed Baugh for attempting to taint her supervisorial campaign against Todd Spitzer, a former state assemblyman and supervisor.? ?You are being used as political pawns in a game,? she told committee members.

Emily Sanford, a longtime member of the party, said in a letter to the committee that over the years she has seen many officers come and go, but Pauly?s behavior stands out.

Pauly, Sanford wrote, seems to ?enjoy being unnecessarily provocative."

She said that Pauly's statements only make the Republican Party appear "insensitive."

A small group of protesters, including Donald Craig, the president of the Orange County chapter of the NAACP, spoke about the Wallace letterhead mailer at a Villa Park council meeting Tuesday night before being cut off by the city attorney.

Craig said Wednesday that Pauly has not done anything to separate herself from the Wallace flier.

?It hit a nerve with us,? he said. ?You can?t be in the middle with something like this.?

(AP) ? One playoff victory was good enough for Mike Woodson to return as New York Knicks coach ? even with Phil Jackson lurking as a potential candidate.

Woodson knows more will be asked of him now.

"I know expectations are high and they should be high," Woodson said during a conference call, "and I'm looking forward to the challenge and that's why I was elected come to back."

The Knicks removed the interim tag Friday and announced they had given Woodson a multiyear contract extension, rewarding him for a terrific finish to what had been a turbulent season.

Woodson led the Knicks to an 18-6 record after replacing Mike D'Antoni on March 14. The Knicks lost 4-1 to Miami in the first round, snapping an NBA-record, 13-game postseason losing streak by winning Game 4 for their first victory since 2001.

Still, there was speculation that Madison Square Garden chairman James Dolan would open one of the league's biggest check books to go after Jackson, the 11-time champion coach and former Knicks player who sat out last season after retiring from the Los Angeles Lakers.

Yet the Knicks never looked anywhere beyond Woodson, believing they can continue to improve with a full season of his coaching.

"I think Woody earned the right to be the first person we talked to and turned out to be the only person we talked to because our discussions with him after the season really reflected why he was so successful during the season," general manager Glen Grunwald said.

"We thought he was the right guy for this team at this time. Obviously, there's some great coaches out there that had we opened up the search would have been called, mainly Phil Jackson, who's the most successful coach in the NBA history, but we felt Woody was our guy and he showed it during the season and our discussions after the season."

Woodson shrugged off the Jackson speculation.

"Tremendous coach, I know his name's been mentioned a lot, but that was not my concern," Woodson said. "My concern at the time was coaching the New York Knicks the period that I had to coach and Mr. Dolan decided to bring me back."

Neither the Knicks nor Woodson would disclose the terms of the deal.

A first-round draft pick of the Knicks in 1980, Woodson returned to the team last summer as an assistant coach, providing a defensive-minded voice to D'Antoni's staff. Woodson's influence, combined with Defensive Player of the Year Tyson Chandler, moved the Knicks into the top half of the league's defensive rankings after they had been one the worst teams for years.

D'Antoni resigned March 14 when the Knicks were 18-24 and in danger of missing the playoffs. Woodson won his first five games and was praised by players for holding them more accountable to playing defense. Most importantly, he got the most out of Carmelo Anthony, who was having a disappointing season in D'Antoni's offense but was April's Eastern Conference player of the month.

"Mike took over the team under challenging circumstances and made it clear, starting on day one, that he was going to hold every player on our roster accountable," Dolan said in a statement. "We saw a significant improvement since Mike took over and believe our team will only keep improving under Mike's direction."

Woodson denied recent reports that he had replaced agent Joe Glass under pressure from Dolan to avoid having to work again with former coach Larry Brown's representation. Woodson confirmed he switched to CAA, but said it was his choice, and that agent Terry Prince had worked on his contract.

Anthony, Chandler and fellow star Amare Stoudemire had all backed Woodson's return when the season ended. And his chances of improving returned when the Knicks removed the interim tag from Grunwald, his former college teammate at Indiana, late in the regular season.

Woodson previously spent six seasons as coach of the Atlanta Hawks, improving his win total in every season until they went 53-29 in 2009-10. But he wasn't retained after they were swept in the conference semifinals for the second straight year.

He then sat out a year before interviewing last summer for openings in Detroit ? where he was an assistant on the Pistons' NBA championship team in 2004 ? Minnesota and Houston. He then was hired by the Knicks on Aug. 29.

Woodson has a career 224-292 record as an NBA coach.

A company has been fined 50,000 pounds (about $78,300) for profiting from fraudulent version of "Angry Birds," "Assassin's Creed," "Cut the Rope" and other rigged smartphone apps downloaded by thousands of people.

The fine was levied against A1 Agregator Limited, a firm which "had control of, and responsibility for, the premium rate payment system which enabled the malware to fraudulently charge consumer's mobile phone accounts," PhonepayPlus said.

Guthrie said all the mobile phone users affected by the RuFraud scam would get their money back.
