NEW YORK (AP) ? The New York Police Department's top official reiterated his defense Monday of the department's aggressive intelligence-gathering operations, saying there's no need to apologize for keeping tabs on some Muslims if that's what it takes to protect the city.
"Not everybody is going to be happy with everything the police department does, that's the nature of our business," Police Commissioner Raymond Kelly said. "But our primary mission, our primary goal, is to keep this city safe, to save lives. That's what we're engaged in doing."
Kelly's comments to reporters Monday were the latest in a recent string of public statements in response to reports by The Associated Press about the NYPD's surveillance on Muslims across the Northeast following the Sept. 11 terrorist attacks.
On a radio show on WOR, Kelly said some local politicians and potential candidates to succeed Mayor Michael Bloomberg who have criticized the counterterrorism efforts were pandering because of the upcoming election season.
In a newspaper column in the New York Daily News, Kelly said the criticism was a knee-jerk reaction by some New Jersey lawmakers to news that the NYPD had done surveillance in Newark.
New Jersey Gov. Chris Christie, U.S. Sen. Robert Menendez and Newark Mayor Cory Booker were wrong to question the department, he said. The elected officials were responding to the recent disclosure that officers devoted several months in 2007 to surveillance of Muslim communities in New Jersey's largest city. The result was a 60-page guide to Newark's Muslims, which was obtained by The Associated Press.
Kelly said he had no plans to apologize. Christie has called the report "disturbing" and his spokesman said Monday he had nothing to add. A spokeswoman for Booker said he wasn't available for comment Monday. A spokeswoman for Menendez did not immediately respond to a request for comment. Both have called for investigations into the department's actions.
New York Gov. Andrew Cuomo said he didn't see any reason to second-guess the NYPD's methods. He was responding in Albany to a letter sent by a civil rights group demanding a meeting to discuss the attorney general's decision not to investigate the department.
"I don't believe there is any reason to second-guess the attorney general," Cuomo said.
Bloomberg already has given strong public support for the police department's efforts. And a recent Quinnipiac University poll showed many New Yorkers approved of the NYPD.
Kelly was echoing Bloomberg's stance. Last week, the NYPD took the unusual step of holding an hour-long briefing for reporters during which department and city lawyers spelled out the legal guidelines they say allows monitoring of mosques and other locations within the city and elsewhere.
"The mayor is committed, I'm certainly committed to doing what we have to do, certainly as long as we're doing it pursuant to the law," Kelly said. "We're going to continue to vet and examine all of these strategies tactics that we use to keep this city safe."
His comments Monday came in the wake of the anniversary of the first attack on the World Trade Center, on Feb. 26, 1993. Then, the bombers came from New Jersey in a van full of explosives, parked it in a garage and detonated it. Kelly said it would be wrong to focus only on the city's five boroughs.
"It should've been a major wakeup call for the country and the city. It wasn't," Kelly said. "It was sort of written off as a being an inept group of individuals, it wasn't seen to be tied to an international movement. We paid the price."
He said he's doing everything he can ? under the law ? to make certain nothing like the 1993 bombing or the Sept. 11 terrorist attacks by members of radical Islamist al-Qaida. Since then, have been at 14 other failed terrorist plots in the city.

A team of scientists in Lausanne,?Switzerland, have announced a plan to build a satellite that would clear Earth's orbit of space debris.?
Earth is surrounded by a cloud of more than half a million pieces of space junk, from bus-size spent rocket stages to tiny flecks of paint. Orbiting at breakneck speeds, every last bit poses grave dangers ? and means huge insurance premiums ? for operational satellites, and it threatens the International Space Station, too. Every time two orbiting objects collide, they break up into thousands more pieces of debris.
Skip to next paragraphTo combat this growing headache, Swiss scientists and engineers have announced the launch of CleanSpace One, a project to build the first in a family of ?janitor? satellites that will help clean up space.
To be launched as soon as three to five years from now, CleanSpace One will rendezvous with one of two defunct objects in orbit, either the Swisscube picosatellite, or its cousin TIsat, both 1,000 cubic centimeters (61 cubic inches) in size. When the janitor satellite reaches its target, it will extend a grappling arm, grab it and then plunge into Earth?s atmosphere, burning up itself and the?space junk?during re-entry.
CleanSpace One is being designed and built at the Swiss Space Center, part of the Swiss Federal Institute for Technology in Lausanne, or EPFL. ScienceDaily (Feb. 15, 2012) ? January saw the biggest solar storm since 2005, generating some of the most dazzling northern lights in recent memory.
The source of that storm -- and others like it -- was the sun's magnetic field, described by invisible field lines that protrude from and loop back into the burning ball of gas. Sometimes these field lines break -- snapping like a rubber band pulled too tight -- and join with other nearby lines, releasing energy that can then launch bursts of plasma known as solar flares. Huge chunks of plasma from the sun's surface can zip toward Earth and damage orbiting satellites or bump them off their paths.
These chunks of plasma, called coronal mass ejections, can also snap Earth's magnetic field lines, causing charged particles to speed toward Earth's magnetic poles; this, in turn, sets off the shimmering light shows we know as the northern and southern lights.
Even though the process of field lines breaking and merging with other lines -- called magnetic reconnection -- has such significant effects, a detailed picture of what precisely is going on has long eluded scientists, says Paul Bellan, professor of applied physics in the Division of Engineering and Applied Science at the California Institute of Technology (Caltech).
Now, using high-speed cameras to look at jets of plasma in the lab, Bellan and graduate student Auna Moser have discovered a surprising phenomenon that provides clues to just how magnetic reconnection occurs. They describe their results in a paper published in the February 16 issue of the journal Nature.
"Trying to understand nature by using engineering techniques is indeed a hallmark of the Division of Engineering and Applied Science at Caltech," says Ares Rosakis, the Theodore von K?rm?n Professor of Aeronautics and professor of mechanical engineering and the chair of engineering and applied science.
In the experiments, Moser fired jets of hydrogen, nitrogen, and argon plasmas at speeds of about 10 to 50 kilometers per second across a distance of more than 20 centimeters in a vacuum. Plasma is a gas so hot that atoms are stripped of their electrons. As a throughway for speeding electrons, the jets act like electrical wires. The experiment requires 200 million watts of power to produce jets that are a scorching 20,000 degrees Kelvin and carry a current of 100,000 amps. To study the jets, Moser used cameras that can take a snapshot in less than a microsecond, or one millionth of a second.
As in all electrical currents, the flowing electrons in the plasma jet generate a magnetic field, which then exerts a force on the plasma. These electromagnetic interactions between the magnetic field and the plasma can cause the jet to writhe and form a rapidly expanding corkscrew. This behavior, called a kink instability, has been studied for nearly 60 years, Bellan says.
But when Moser looked closely at this behavior in her experimental plasma jets, she saw something entirely unexpected.
She found that -- more often than not -- the corkscrew shape that developed in her jets grew exponentially and extremely fast. The jets in the experiment formed 20-centimeter-long coils in just 20 to 25 microseconds. She also noticed tiny ripples that began appearing on the inner edge of the coil just before the jet broke -- the moment when there was a magnetic reconnection.
In the beginning, Moser and Bellan say, they did not know what they were seeing -- they just knew it was strange. "I thought it was a measurement error," Bellan says. "But it was way too reproducible. We were seeing it day in and day out. At first, I thought we would never figure it out."
But after months of additional experiments, they determined that the kink instability actually spawns a completely different kind of phenomenon, called a Rayleigh-Taylor instability. A Rayleigh-Taylor instability happens when a heavy fluid that sits on top of a light fluid tries to trade places with the light fluid. Ripples form and grow at the interface between the two, allowing the fluids to swap places.
What Moser and Bellan realized is that the kink instability creates conditions that give rise to a Rayleigh-Taylor instability. As the coiled plasma expands -- due to the kink instability -- it accelerates outward. Just like a passenger being pushed back into the seat of an accelerating car, the accelerated plasma is pushed down on the vacuum behind it. The plasma tries to swap places with the trailing vacuum by forming ripples that then expand -- just like when gravity forces a heavy fluid to try to change places with a light fluid underneath. The Rayleigh-Taylor instability -- as revealed by the ripples on the trailing side of the accelerating plasma -- grows in about a microsecond.
"People have not observed anything like this before," Bellan says.
Although the Rayleigh-Taylor instability has been studied for more than 100 years, no one had considered the possibility that it could be caused by a kink instability, Bellan says. The two types of instabilities are so different that to see them so closely coupled was a shock. "Nobody ever thought there was a connection," he says.
What is notable is that the two instabilities occur at very different scales, the researchers say. While the coil created by the kink instability spans about 20 centimeters, the Rayleigh-Taylor instability is much smaller, making ripples just two centimeters long. Still, those smaller ripples rapidly erode the jet, forcing the electrons to flow faster and faster through a narrowing channel. "You're basically choking it off," Bellan explains. Soon, the jet breaks, causing a magnetic reconnection.
Magnetic reconnection on the sun often involves phenomena that span scales from a million meters to just a few meters. At the larger scales, the physics is relatively simple and straightforward. But at the smaller scales, the physics becomes more subtle and complex -- and it is in this regime that magnetic reconnection takes place. Magnetic reconnection is also a key issue in developing thermonuclear fusion as a future energy source using plasmas in the laboratory. One of the key advances in this study, the researchers say, is being able to relate phenomena at large scales, such as the kink instability, to those at small scales, such as the Rayleigh-Taylor instability.
The researchers note that, although kink and Rayleigh-Taylor instabilities may not drive magnetic reconnection in all cases, this mechanism is a plausible explanation for at least some scenarios in nature and the lab.
The title of Moser and Bellan's Nature paper is "Magnetic reconnection from a multiscale instability cascade." This research was funded by the U.S. Department of Energy, the National Science Foundation, and the Air Force Office of Scientific Research.

CANBERRA, Australia ? Australian lawmakers on Wednesday narrowly approved tax hikes for the wealthy that will help the government meet its pledge to deliver a budget surplus next year.
The legislation will limit the availability of a 30 percent tax rebate on health insurance premiums to lower- and middle-income earners. Currently all taxpayers can claim the rebate. But from July 1, individuals earning more than 129,000 Australian dollars ($137,800) a year and couples with joint incomes exceeding AU$258,000 will no longer be eligible. They are expected to pay, respectively, around AU$500 and AU$1,000 extra a year on average.
The cap will cost wealthy earners a total of AU$2.4 billion over three years.
The bill scraped through the House of Representatives on Wednesday by 71 votes to 70. It is assured passage through the Senate early this year with the guaranteed support of the center-left Labor Party government senators and those from the minor Greens party.
Tony Abbott, leader of the conservative opposition coalition, accused the government this week of playing the "politics of the class war" by increasing the tax burden on the wealthy.
He warned that wealthy people would give up their private health insurance and add pressure on the public health system. Currently 45 percent of Australians hold private health insurance.
But Health Minister Tanya Plibersek said the current rebate system was not fair to poorer Australians.
"I don't want a situation where the people who sit (in parliament) ... have their private health insurance subsidized by the people who clean this chamber at night," Plibersek told the House of Representatives.
The government announced in November last year that it will deliver a narrow surplus of AU$1.5 billion in the next fiscal year beginning July 1, 2012, despite the European debt crisis slashing revenue by AU$20 billion over four years, mainly through lower company tax yields.
The new surplus target is AU$2 billion less than the government had forecast in May 2011 due to the country's deteriorating finances.
The health-insurance rebate cut is the latest of several tax increases.
In July 2011, the government introduced a temporary tax to help pay the multibillion-dollar damage bill left by record floods and storms. The levy ? 0.5 percent on incomes between AU$50,000 and AU$100,000, and a 1 percent on taxable incomes above that ? was expected to raise AU$1.8 billion.
From July 2012, the government will place a new 30 percent tax on big mining companies whose profits have boomed largely due to Chinese demand for iron ore and coal. The tax is expected to raise almost AU$9 billion in three years.
Revenue raised from a carbon tax, which will also be imposed on Australia's largest greenhouse gas-polluting companies beginning in July, will be paid back to low-income earners as compensation for higher prices, and spent on industry assistance to help businesses adapt to a lower-carbon economy.

The deadline to submit business plan entries to compete for cash prizes is noon Thursday, March 15; two free coaching sessions are available 10 a.m.-2 p.m. Feb. 17 and Feb. 23 in the Careers Center Building Room 326 on the Arnold campus.
Sponsored by BB&T Bank, the competition is open to individuals and teams. Individuals must be AACC students in good standing who are currently enrolled in at least one credit or noncredit class or who completed an AACC course between April 1, 2011 and March 31, 2012. At least half of a team?s members must meet the enrollment criteria.
The winning student and team will each receive a cash prize and the opportunity to move their business operation into AACC?s student business incubator rent free for up to two years. The Incubator is in the Careers Center building Room 326.
The plan must be original and may involve a new startup venture, a new product or market development of an existing venture less than three years old. Presentations should mock an investor presentation seeking a specified investment or loan for a proposed return.
The final competition presentations take place before an audience at 8 a.m. Thursday, April 26, on AACC?s Arnold campus. Presenters will be notified by April 1 whether they made the final cut. Up to three individuals and three teams are selected to present plans and answer questions from a panel of judges comprised of entrepreneurs, investors, commercial lenders and entrepreneurial scholars.

Like Arcade Fire's surprise Album of the Year win at last year's Grammys, Bon Iver taking home Best New Artist on Sunday night (February 12) over more established artists like Nicki Minaj was bound to raise a few eyebrows. When you asked "Who are Arcade Fire?" in 2012, we had you covered, and we've been following Wisconsin singer Justin Vernon (the man behind Bon Iver) for quite some time — long before he snagged BNA and Best Alternative Album at this year's ceremony.
Quite the pleasant surprise for the under-the-radar folk singer, who recently became the face of a Bushmills whiskey ad to boot. Bon Iver's second, self-titled disc was released in early 2011 but is still clearly getting the attention it deserves. He may have made a few public derogatory comments about the Grammy Awards ceremony itself, but that didn't sway the voters or the singer from showing up.
To put his "underground" status into perspective: Bon Iver debuted at #2 in June 2011 on sales of just under 104,000, but its total album sales to date (just over 357,000) are nothing compared to a powerhouse-seller like Adele's 21.
A helpful primer on Justin Vernon/ Bon Iver: The former All-State high school football star and World Religion college major began his career playing in the jazzy party band Mount Vernon, which transitioned into DeYarmond Edison, formed with some old high school pals who all moved to North Carolina in 2005 to spread their musical wings. A year later, things fell apart with his band and his girlfriend, just as he was laid low by a vicious bout of mono, driving Vernon back to Eau Claire for some physical and psychic healing.
He holed up in isolation in a deer-hunting log cabin built by his dad in the woods in northwestern Wisconsin and began writing the high and lonesome songs that would become For Emma. After months spent drinking and watching "Northern Exposure" DVDs, he alighted on the name Bon Iver, which is a French phrase used as a greeting in the show that translates to "good winter."
The tunes he recorded were intended as a demo, but once they got some blog love, he was signed to indie Jagjaguwar, and For Emma was released in May 2008. The album became an indie sensation, and its mix of acoustic folk and manipulated, Auto-Tuned vocals not only landed him on the "The Twilight Saga: New Moon" soundtrack, but also on a number of songs from Kanye West's Grammy-nominated My Beautiful Dark Twisted Fantasy.

Even as his star was rising, Vernon kept collaborating with a number of other artists, lending his voice to the indie supergroup Gayngs, playing in the side project Volcano Choir and hooking up with English singer James Blake recently on the song "Fall Creek Boys Choir."
Bon Iver continued to be his main focus, so Vernon built his own cabin to record his self-titled project, again just outside of Eau Claire, turning what used to be an indoor pool into a recording studio where he tracked the songs mostly by himself. (The live version of the band includes a drummer, guitarist and bassist.) The denser, 10-track album featured help from a number of collaborators, including renowned session player and pedal steel maestro Greg Leisz, as well as a number of percussionists and horn and string players.
