Global tipping point not backed by science, experts argue

Feb. 28, 2013 ? A group of international ecological scientists led by the University of Adelaide have rejected a doomsday-like scenario of sudden, irreversible change to Earth's ecology.

In a paper published Feb. 28 in the journal Trends in Ecology and Evolution, the scientists from Australia, the United States and the United Kingdom argue that global-scale ecological tipping points are unlikely and that ecological change over large areas seem to follow a more gradual, smooth pattern.

This opposes recent efforts to define 'planetary tipping points' ? critical levels of biodiversity loss or land-use change that would have global effect ? with important implications for science and policy-makers.

"This is good news because it says that we might avoid the doom-and-gloom scenario of abrupt, irreversible change," says Professor Barry Brook, lead author of the paper and Director of Climate Science at the University of Adelaide. "A focus on planetary tipping points may both distract from the vast ecological transformations that have already occurred, and lead to unjustified fatalism about the catastrophic effects of tipping points.

"An emphasis on a point of no return is not particularly helpful for bringing about the conservation action we need. We must continue to seek to reduce our impacts on the global ecology without undue attention on trying to avoid arbitrary thresholds."

A tipping point occurs when an ecosystem attribute such as species abundance or carbon sequestration responds rapidly and possibly irreversibly to a human pressure like land-use change or climate change.

Many local and regional-level ecosystems, such as lakes and grasslands, are known to behave this way. A planetary tipping point, the authors suggest, could theoretically occur if ecosystems across Earth respond in similar ways to the same human pressures, or if there are strong connections between continents that allow for rapid diffusion of impacts across the planet.

"These criteria, however, are very unlikely to be met in the real world," says Professor Brook. "First, ecosystems on different continents are not strongly connected. Second, the responses of ecosystems to human pressures like climate change or land-use change depend on local circumstances and will therefore differ between localities."

The scientists examined four principal drivers of terrestrial ecosystem change ? climate change, land-use change, habitat fragmentation and biodiversity loss ? and found they were unlikely to induce global tipping points.

Co-author Associate Professor Erle Ellis, University of Maryland, Baltimore County, says: "As much as four fifths of the biosphere is today characterised by ecosystems that locally, over centuries and millennia, have undergone human-driven regime shifts of one or more kinds. Recognising this reality and seeking appropriate conservation efforts at local and regional levels might be a more fruitful way forward for ecology and global change science."

Thousands jam St. Peter's for pope's last audience

VATICAN CITY (AP) ? Pope Benedict XVI greeted the Catholic masses in St. Peter's Square Wednesday for the last time before retiring, making several rounds of the square as crowds cheered wildly and stopping to kiss a half-dozen children brought up to him by his secretary.

Tens of thousands of people toting banners saying "Grazie!" ? "thank you" ? jammed the piazza to bid farewell to the pope at his final general audience ? the appointment he has kept each week to teach the world about the Catholic faith.

Pilgrims and curiosity-seekers picked spots along the main boulevard leading to the square to watch Wednesday's event on giant TV screens. Some 50,000 tickets were requested for Benedict's final master class, but Italian media estimated the number of people actually attending could be double that.

"It's difficult ? the emotion is so big," said Jan Marie, a 53-year-old Roman in his first years as a seminarian. "We came to support the pope's decision."

With chants of "Benedetto" erupting every so often, the mood was far more buoyant than during the pope's final Sunday blessing and recalled the jubilant turnouts that often accompanied him at World Youth Days and events involving his predecessor, Pope John Paul II.

Benedict on Thursday will become the first pope in 600 years to resign, a decision he said he took after realizing that, at 85, he simply didn't have the strength of mind or body to carry on. He will meet Thursday morning with cardinals for a final time, then fly by helicopter to the papal residence at Castel Gandolfo south of Rome.

There, at 8 p.m., the doors of the palazzo will close and the Swiss Guards in attendance will go off duty, their service protecting the head of the Catholic Church over ? for now.

Many of the cardinals who will choose Benedict's successor were in St. Peter's Square for his final audience, including retired Los Angeles Cardinal Roger Mahony, object of a grass-roots campaign in the U.S. to persuade him to recuse himself for having covered up for sexually abusive priests. Mahony has said he will vote.

Vatican officials say cardinals will begin meeting on Monday to decide when to set the date for the conclave to elect the next pope.

But the rank-and-file in the crowd on Wednesday weren't so concerned with the future; they wanted to savor the final moments with the pope they have known for eight years.

"I came to thank him for the testimony that he has given the church," said Maria Cristina Chiarini, a 52-year-old homemaker who traveled by train early Wednesday from Lugo, near Ravenna, with some 60 members of her parish. "There's nostalgia, human nostalgia, but also comfort, because as a Christian we have hope. The Lord won't leave us without a guide."

Possible treatment window for memory problems identified

Feb. 27, 2013 ? Researchers have identified a possible treatment window of several years for plaques in the brain that are thought to cause memory loss in diseases such as Alzheimer's. The Mayo Clinic study is published in the Feb. 27 online issue of Neurology, the medical journal of the American Academy of Neurology.

"Our study suggests that plaques in the brain that are linked to a decline in memory and thinking abilities, called beta amyloid, take about 15 years to build up and then plateau," says lead author Clifford Jack, Jr., M.D., a Mayo Clinic radiologist, and the Alexander Family Professor of Alzheimer's Disease Research at Mayo Clinic.

For the study, 260 people ages 70 to 92 had two or more brain scans over an average of 1.3 years to measure plaque buildup in their brains. Of the participants, 22 percent had impaired thinking abilities or memory at the start of the study.

The study found that the rate of buildup accelerates initially, then slows before plateauing at high levels. The rate of plaque accumulation was highest in those with mid-range levels at the start of the study. Those with low levels or high levels of the plaques as the study began had lower rates of plaque buildup.

The study also found that the rate of buildup of plaques was more closely tied to the total amount of amyloid plaques in the brain than other risk factors, such as the level of cognitive impairment, age and the presence of the APOE gene, a gene linked to Alzheimer's disease.

"Our results suggest that there is a long treatment window where medications may be able to help slow buildup of the amyloid plaques that are linked to cognitive decline," Dr. Jack says. "On the other hand, trying to treat the plaque buildup after the amyloid plaque load has plateaued may not do much good."

The study was supported by the National Institutes of Health, National Institute on Aging (grant numbers R01 AG011378 and RO1 AG041851) and General Electric Corporation.

Kyle Larson has no hesitation about racing again

CHARLOTTE, N.C. (AP) ? Kyle Larson won't have a second thought about getting back in a race car following his frightening crash at Daytona International Speedway.

More than two dozen fans were injured Saturday when Larson's car sailed into the fence on the final lap of the Nationwide Series race and debris ? including a tire ? flew into the grandstands. Larson was uninjured, but many fans wondered if the severity of the accident would shake the nerves of the 20-year-old NASCAR rookie.

Not a chance.

"I've been in some really bad wrecks, I'm sure I'll have more throughout my career," Larson told The Associated Press in a telephone interview Tuesday. "I know crashing is part of the risk we take being race car drivers. It happens. I'm not emotionally (upset), that wreck doesn't make me nervous."

Larson, a development driver for Chip Ganassi Racing who has been praised as the next big superstar by the likes of Tony Stewart, Jeff Gordon and Kasey Kahne, will be back in the Nationwide car this weekend at Phoenix International Raceway. He is also scheduled to run a USAC race Friday night at Canyon Speedway Park.

After pulling out of a non-winged race Saturday night in Ocala, Fla., after the wreck at Daytona ? "I wanted to be respectful to the fans who were still in the hospital. I didn't think it would be right to go have fun while they were hurting," he said ? Larson is eager to get back in the car.

The Daytona wreck, after all, wasn't even the worst of his career. Although it looked awful, and the front-end of Larson's car was sheared off, his engine was wedged in a hole in the fence ? Larson believes his accident in a midget car at Eldora Speedway last September was worse: His car flipped after hitting the wall and was hit broadside by another car.

"Off the top of my head, that wreck at Eldora hurt more and was just as scary. I almost had a car come in my cockpit," Larson said.

Still, last Saturday's wreck, in Larson's debut Nationwide Series race, was the first time his car has ripped a fence and disintegrated so badly. He said he only thought his car had gone upside down, and he wasn't aware he'd hit the fence until he saw the wreckage.

"It happened so fast, I kind of thought I'd gone upside down so I was not expecting to see half my car gone," Larson said. "I wasn't expecting to see my engine caught up in the fence. So I was definitely in some shock when I got out of the car and saw it torn apart. I've never had an accident like that where I'd got caught up in the fence, so that was a little different. Kind of a freak deal."

Among the issues NASCAR is researching from Saturday's crash is why Larson's car disintegrated the way it did when it hit the fence.

Seven people with crash-related injuries remained hospitalized in Daytona Beach in stable condition, Halifax Health spokesman Byron Cogdell said Tuesday morning. Also Tuesday, an Orlando law firm said three fans injured in the accident have retained its services.

Larson, meanwhile, is a little disappointed the Nationwide accident and an incident with C.E. Falk III in the "Battle at the Beach" race are the two lasting memories of his Daytona debut.

Larson opened Speedweeks with a second-place finish in the ARCA race, his first ever event at Daytona. But the buzz around him turned negative two days later when he spun Falk on the final lap to win the Whelen All-American Series Late Model race.

Larson was criticized for the move on Twitter by several top-name Sprint Cup Series drivers, and fans also lashed out at the young driver. He said Tuesday he has mixed feelings about the backlash.

"I got in the back of him and spun him coming to the checkers, which was not very nice, and I got a lot of criticism for that and people lost a lot of respect for me for that," Larson said. "I care because people who are huge backers of me and said I'm the greatest driver ever, now one incident and all of a sudden I am the worst race car driver ever. That's not how I race. But I watched videos, a little bit of races at Bowman-Gray, to get prepared and it seemed like every video I watched if the guy in second place was close, they won.

"I did what I thought I had to do to win the race. Looking back, I made a mistake in how I went about it. I wouldn't go back and not try to win the race, but I would probably do something a little different."

If he really had a do-over on Daytona, though, Larson would want the talk to be about how well he was running in the Nationwide race before the final accident, and how he ran in six different cars in seven days. He won twice, counting a victory in a midget race at New Smyrna.

"It was definitely an up and down Speedweeks, but I ran six different race cars and not many people get to do that in their career. I got to do it in a week-and-a-half," Larson said.

Exurban residences impact bird communities up to 200 m away

Feb. 25, 2013 ? According to a study by the Wildlife Conservation Society (WCS), impacts to bird communities from a single rural, "exurban" residence can extend up to 200 meters into the surrounding forest. The study also determined that sensitive bird species such as the hermit thrush and scarlet tanager prefer unbroken forests with no houses. Others, like the blue jay and black-capped chickadee, seem to like having, and often thrive with, human neighbors.

As part of the study, scientists sampled the presence of 20 species of birds both near and far from 30 rural residences in the Adirondack Park. Calculating their occurrence at increasing distances from the residences, they determined that "human-adapted" species are 36 percent more likely to occur near the homes than in the surrounding mixed hardwood-conifer forests, and that "human-sensitive" species were 26 percent less likely. Beyond 200 meters, occupancy rates were similar to the surrounding forest.

The report appears in the current online edition of the Journal of Landscape and Urban Planning. Authors of the study are Drs. Michale Glennon and Heidi Kretser of the Wildlife Conservation Society.

Rural exurban development is residential development existing outside of cities and towns, and is generally characterized by larger lot sizes (5-40 acres or more) and lower density than suburban development. Exurban residences exist within an otherwise unaltered ecosystem.

Exurban homes change the environment by bringing vehicles, noise, lights, pets, people, and food sources into the forest, as well as by physically altering and fragmenting habitat. These changes can have myriad impacts, including altered species behavior and composition, increased human wildlife conflicts, new predator-prey dynamics, and decreased biotic integrity (a measure of how pristine a wildlife community is).

"Adirondackers take great pride in their surroundings and try not to unduly disturb the natural setting in which they live," said WCS Adirondack Program Science Director Michale Glennon. "A key finding of the study is that the ecological footprint of development can be much larger than its physical footprint. We found that even a small home and lawn can change bird communities some 200 meters away, which means more than 30 acres of the surrounding landscape, depending on what types of activities are occurring on the residential property. It is important that we learn how birds and other wildlife react to particular kinds of human activities, and find ways to minimize the negative impacts for wildlife in exurban areas."

The study found that species sensitive to human impacts include the black-throated blue warbler, black-throated green warbler, hairy woodpecker, hermit thrush, ovenbird, scarlet tanager and the winter wren. The presence of some species, like the scarlet tanager, are a good indicator of undisturbed forest health.

WCS Livelihoods and Conservation Coordinator Heidi Kretser said, "Some wildlife species are sensitive to exurban development and are less likely to be found near those residences than adapted species. More sensitive and less common species could ultimately be displaced from the area as a result of this kind of development."

The study was modeled after one conducted in a shrub-oak ecosystem in Colorado where scientists calculated a 180-meter ecological effect zone based on their results. Glennon and Kretser believe that the similar results in two different ecosystem types may indicate that human behaviors associated with exurban homes play a larger role in shaping avian community characteristics nearby than do habitat alterations created by construction and clearing.

While breeding bird communities were used to measure the impacts of exurban development in the study, the authors note that birds can serve as valuable indicators of overall biodiversity.

WCS Adirondack Program Director Zoe Smith said, "The Adirondack Park is one of the last large, intact, wild ecosystems in the northeastern United States, and it is becoming increasingly important as we face global threats like climate change. As we strive to find a healthy balance between conservation and the needs of humans within the park, we need to fully understand the impacts of different development patterns. This research is another step toward that understanding and can help inform decisions on development and land-use in this rural landscape."

Replacement Screens or Windows For Older Alum Screen Doors ...

Uh oh, I didn't make it clear, my fault. The doors have removable screens and windows with little aluminum frames held in by thumb screws. Problem is, I don't have any replacements, so I have some doors with screens but no windows for winter, and a couple of doors with windows and no screens in summer.

What I need is the aluminum framed screen or window, not to have someone replace the screens.

I don't want to spend the money to replace the doors with new ones as in a few years I'm going to have new wooden screen doors made that match the tired originals that I found in the garage

Governors coming to terms with sequester; demand flexibility from Washington

(Chip Somodevilla/Getty Images)WASHINGTON --?Governors frustrated by the prospect of $85 billion in across-the-board federal spending cuts set to kick in next week have made the "F-word" their term of choice at the annual winter meeting of the National Governors Association.

That word, of course, is "Flexibility."

"We believe in what we call flexible federalism," said Delaware Gov. Jack Markell, a Democrat who chairs the NGA. "That's a strong cooperative relationship between the states and the federal government that solves problems at all levels."

He added, "We know that cuts are coming, but we also don't want to suffer disproportionally. We want to have some input on what that looks like."

Barring an agreement between Congress and the White House before March 1, the federal government will begin a process known as the "sequester," shaving about $1.2 billion, or 2.5 percent, off the budget over the next decade.

Governors say they accept that they will receive fewer resources from the feds as a result, but they want to soften the blow by having more freedom in choosing how to use the more limited federal dollars. The scope of the struggle for power between the national government and the states is wide, ranging from whether states should be able to use federal transportation dollars on bike paths to how they should implement provisions of ?the Affordable Care Act, better known as Obamacare.

The desire for flexibility is shared among the governors across both party and ideological lines. As a group, they argue that if the federal government were to loosen the mandates and rules controlling federal grants and cooperative programs, events like the sequester wouldn't have nearly as much of a bite.

"It's wreaking havoc upon the states and our state budgets," said Oklahoma Gov. Mary Fallin, a Republican."Give us some leeway."

The call for breathing room, however, appears to be falling on deaf ears in Washington. Fallin took her concerns directly to the White House during a meeting with President Barack Obama Saturday, she said, but Obama did not express openness to proposals.

"He said that was an area where he was less inclined to work with the governors," Fallin said.

Many state lawmakers are still shaping their budgets for the next year, a complicated process made more difficult by the fiscal uncertainty. Between the "fiscal cliff," the "sequester" and other you-can't-make-this-stuff-up crises coming from the nation's capital, the states are left merely guessing how much they can depend on the government for support.

It also doesn't help that federal government has been running without a traditional budget since the first year of the Obama presidency.

The cycle of governing through last-minute deals has left even staunch supporters of the president frustrated.

"It is literally impossible for us to meet our necessary requirements of balancing our budgets and putting our programs and projects together if we are living under an uncertainty with respect to whether or not our federal dollars are going to be there," said Hawaii Gov. Neil Abercrombie, a Democrat. "We don't have a budget from the United Sates of America!"

It's almost as if they really just want to use the other F-word.

NBA 2K13 Wii U review

All you need to know about how good the NBA 2K series is that EA Sports is positively terrified of going up against it. Twice in the last three years now, the pattern has gone like this: EA announces a rival NBA game, designs a box for it, releases some pretty-ish screenshots to the press and even goes so far as to set a release date for it. Then, at the last minute, it sees 2K's latest effort, cacks its (New York) knicks and puts its series in the freezer for another year.

Take to the court in NBA 2K13 and it becomes immediately obvious why. Its presentation towers over other sports titles like Blake Griffin at a jockey convention. It captures American sports in all its glitzy and garish excess; its sidelines bustle with activity, from animated coaches and busybody photographers to cheerleaders and little red dinosaur mascots who spring onto the court during time-outs to fire t-shirts into the crowd. Compare this to FIFA, which can't even put a manager on the sidelines.

In the Paint

The enthusiasm of US sports broadcasting is captured, too, with knowledgeable and lively commentators who babble away seamlessly, their words always relevant to the on-court action. There's even a Sprite Slam Dunk Intensity Meter graphic that flashes up after robust plays.

All this is before you even consider the game's stylish hip-hop aesthetic (it's been "executive produced" by Jay-Z), with matches prefaced by promo packages soundtracked by the likes of Nas, Kayne West and, er, Coldplay. It won't be to everyone's taste, but it's artfully done. No other sports game in history has done such a masterful job of capturing the sights, sounds and essence of the game-day atmosphere and if that wasn't daunting enough for the competition, NBA 2K13 has the gameplay to match.

Of course, if EA is planning another assault on 2K's throne, maybe it should begin on Wii U, because for some reason the hoops are set a little lower on our console. It's still a handsome game, but the courts and player models have lost a little of their fidelity on their way across, and the framerate, while not exactly bothersome, isn't as stable as it is on Xbox. It's still the same great game, though and that's what's important, because it's the deep, tactical action and the immersive career modes that'll keep you dribbling away long after the visual wows have ceased causing you to froth at the mouth.

It is by no means an accessible game, however. If you're looking for something you can pick up and play, you'd be far better served by hunting out a copy of the underrated NBA Jam on Wii, because NBA 2K13 takes time and commitment to understand and to get the most out of. A tutorial mode will tell you how to perform the moves, but not how to use them - that's a skill you can only learn out in the wild, as early CPU thumpings teach you restraint when defending, creativity when attacking and, ultimately, how to turn losses into wins.

Rebound Relationship

After some time you'll realise that NBA 2K13 gives you the toolset to do almost anything you want on court. In particular, mapping the flair moves to the right analogue stick is a masterstroke. Put the hours in and you'll be performing crossovers, half-spins and such on a regular basis, leaving hapless defenders for dead. Once it clicks, it's incredibly satisfying.

When you've got the basics down, NBA 2K13 gives you plenty to do with them. The MyCareer mode is one of the deepest and most absorbing we've seen, giving you the chance to build a rookie into an all-star, the virtual currency (XP) system enabling you to tailor his strengths to your specifications. Again, it's the presentation that makes it; while the likes of FIFA pepper their career modes with spreadsheet language, NBA 2K13 concentrates on the human side of being a pro athlete, allowing you to participate in sit-down interviews with potential employers and enjoy the pageantry of major events, such as your draft day. There's even a mock Twitter feed where you can find out what your fans really think of you (if it's anything like our feeds... gulp!). NBA 2K13 is a fresh and vibrant sports sim, then, but given that it looks nicer on the other formats, should you get it on Wii U? Maybe. There are a couple of neat format exclusives, such as the laughably named Gatorade Biometric Scan, which lets you hold up the GamePad to the screen to see which of your players is gassed and in need of subbing. Plus, it plays like a dream on the GamePad and the value of that really cannot be underestimated. Either way, NBA 2K13 is definitely worth considering.

Twitter announces Ads API ? Twitter has officially launched its Ads API which it began testing last January. Marketers will be able to work with Ads API partners to manage Twitter Ad campaigns and both desktop and mobile ads. The initial partners include Adobe, Hootsuite, Salesforce, SHIFT and TBG Digital. J-tradeThe network of Journalists for Trade and Development in Africa (J-Trade Africa) has launched its website.

The website went live today February 22, 2013. The address is j-tradeafrica.org.

The group brings together journalists from the continent who will report on trade matters, share information and disseminate the same to their readers and viewers in their respective countries.

Formed by a resolution at the Second Africa Trade Forum, organised by the Africa Trade Policy Centre (ATPC) of the United Nations Economic Commission for Africa (UNECA) in Addis Ababa, Ethiopia, September 2012, the network?s objective is to promote the trade and development agenda across the continent.

The website according to Interim President of the network, Mr. Emmanuel K. Dogbevi of Ghana, will serve as the platform for sharing information on trade and development issue on the continent as well as promoting the integration of the continent.

Ronda Rousey doesn?t want to even touch the UFC championship belt before fighting

ANAHEIM, Calif. -- When Ronda Rousey was named the UFC women's bantamweight champion, critics said she didn't deserve the belt and that she should have to fight for it. It turns out she agrees with her critics.

"I don't deserve it. I won't even touch it until I win," Rousey said of the gold and leather belt in sitting in front of her on the table.

After the press conference, Rousey faced off with Liz Carmouche, her opponent at UFC 157 on Saturday. Traditionally, the champion holds the belt during these pictures, but Rousey held true to her word. Finally, UFC president Dana White draped the belt over her shoulder, much to Rousey's dismay.

Rousey's unwillingness to touch the belt isn't alone in sports. In the NHL, teams who win the Eastern and Western conferences usually won't touch the Prince of Wales Trophy or Clarence S. Campbell Bowl, respectively. With the ultimate goal of lifting the Stanley Cup, many players view picking up these trophies as bad luck. The Philadelphia Flyers touched the Wales trophy before ultimately losing to the Chicago Blackhawks in the Stanley Cup finals, proving that Rousey may be on to something.

Makefield Elementary School students send their hearts out to the troops serving in Afghanistan

LOWER MAKEFIELD - A Valentine?s Day tradition continued on Feb. 14 at Makefield Elementary School, with a more personal touch.

The school?s fifth-grade families annually donate items needed by soldiers deployed overseas, including toothpaste and other personal things. As an added personal touch, the students wrap up the gifts in festive paper and write notes of thanks and encouragement to the soldiers.

This year, Air Force Commander Joe Matson was on hand to pick up the packages? and transport them to a plane that will ultimately deliver the baskets of the students? cheer. It just so happens that Matson has two sets of twin girls at the school, including two in the fifth grade.

?I get so emotional,? said Allison Matson, wife of Joe and mother of fifth-graders Sarah and Emily Morton. ?Joe?s been deployed three times since Emily and Sarah have been born. It means more than you can imagine to get a few touches from home.?

Fifth-grade teacher Nancy Courtney said the project is consistent with the type of students who attend Makefield Elementary.

?They are so giving,? Courtney said. ?The school is so big into community service. It?s a part of them. They?re very excited.?

Part of the afternoon included an ice cream party, which was secondary to the children as they excitedly packed and wrapped.

?They?ve been asking me all day, ?When are we going to start,?? Courtney said. ?They weren?t talking about the ice cream. Giving is in their hearts.?

The words of Emily Morton reiterate the opinion given by Courtney.

?It makes me feel good to do this because my dad said these people don?t have as much comfort as they do when they?re home,? Emily said. ?If we give stuff that we usually have at our house it makes them feel like they?re at home.? Continued...

The packages are earmarked for delivery to American troops at one of three Air Force bases in Afghanistan, where Joe Morton has been deployed. The fifth grade includes more than 90 students, each of whom brought in items common to most households. Some also pitched in money, which the teachers used to shop for more goodies for the troops.

Iran says nuclear talks an 'opportunity' for West

TEHRAN, Iran (AP) ? Iran is prepared to ease Western concerns about Tehran's nuclear program in exchange for pledges from the U.S. and others about the country's ability to enrich uranium, Iran's foreign ministry spokesman said Tuesday.

The remarks signaled a possible opening before next week's talks with world powers, due in the Kazakhstan capital.

The West has been reluctant to make clear declarations on Iran's nuclear "rights" in previous negotiations last year that ended in stalemate. Tehran is seeking international acknowledgment that its uranium enrichment program is acceptable within the U.N. treaty governing the spread of nuclear technology ? a treaty that Iran has signed.

The U.S. and allies fear Iran's enrichment program could lead to atomic weapons; Tehran says its nuclear fuel is only for energy-producing reactors and medical applications.

The talks last year hit an impasse over Iran's highest-level enrichment, at 20 percent, which can be rapidly converted to weapons grade material. Iran says it needs the 20 percent uranium for its medical research reactor. It also produces lower-enriched uranium at 3.5 percent for its Russian-build electricity reactor.

Iran's Foreign Ministry spokesman Ramin Mehmanparast told reporters on Tuesday that an important "opportunity" awaits next week's talks in Kazakhstan between Iran and a six-nation group, the five permanent U.N. Security Council members and Germany.

"We will offer ways for removing possible concerns and ambiguities to show our goodwill, if Western countries, especially the U.S., fully recognize the nuclear rights of countries, which shows their goodwill," he said.

"Same-level, same-weight" mutual actions can be followed by Iran to reach an "understanding point," Mehmanparast added.

Earlier this month, U.S. Vice President Joe Biden said Washington was ready to hold one-on-one talks with Iran, an offer that was later rejected by Iranian leaders.

On Saturday, Iran's Supreme Leader Ayatollah Ali Khamenei said his country was not seeking nuclear weapons, but that if Tehran intended to build them, the U.S. couldn't stop it.
